Position Health Economics & Market Access Manager, Quebec. Reports to: Director, Health Economics & Market Access. Grade level: 5.
What you will do Incorporating health economics, business analytics and competitive intelligence into the development of innovative strategies to gain, improve and defend public and private market access, across the portfolio, with a focus on the province of Quebec.
Will also take ownership for national access for specific product(s).
Collaborate closely with HEMA colleagues on the Quebec aspects of their products, in particular to ensure strategically optimal and tactically robust INESSS submissions and MSSS negotiations.
Documenting HEMA tactical plans, executing relevant portions of these plans and tracking and regular reporting on cross functional progress to the Brand Team, Core Access Team line management and the relevant VA&P; members.
Actively participating on key global teams (Access Strategy Leads, Global Health Economics) and communicating issues/priorities to the VA&P; and cross functional teams.
Developing and maintaining strong strategic partnerships with Access Strategy Leads to align, refine and enhance local access / HTA strategies and plans.
Develop and maintain ethical external relationships with key decision makers and staff at the Institut national d’excellence en santé et en services sociaux (INESSS) to help facilitate HTA and reimbursement decision including clinical consultants as required.
Manage Core Access Team (CAT) strategic planning and monthly meetings for allocated products to ensure market access strategy and tactics are effectively executed and adjusted cross functionally throughout the annual plan.
Partnering with Brand Team including Marketing & Sales,
Medical and Scientific Affairs, R&D; and VA&P; partners including project management in the development and execution of annual plans of action.
Developing, and then on a monthly basis, managing and reporting, HEMA tactical budgets.
Working with Senior Manager, Project Management as a liaison with the therapeutic area teams and/or brand teams to develop, implement, and communicate strategies and tactics to ensure alignment within the VA&P; team on key cross functional priorities.
Interacting with the Contracts and Pricing (C&P;) group within VA&P; to create cutting-edge proposals to meet public and private payer needs, joining the negotiation process when appropriate.
Supporting listing mechanics with RAMQ.
Working on any relevant pipeline products to generate key evidence and value propositions.
Being the lead on the creation of any INESSS, CDA, provincial submission requests, private payer submissions, including the adaptation of global value dossiers and developing budget impact analyses.
Learning and communicating any competitive intelligence through own active monitoring of the Quebec environment and participation in relevant external fora (e.g., IMC, BIOTECanada, CAPT, ISPOR, etc.)
Partnering with Policy, Stakeholder relations and relevant Brand Team members to ensure reimbursement advocacy needs are met.
Developing partner relationships with external vendors (e.g., market access, outcomes research, health economics) to maximize working relationships.
Participate in monthly Quebec Regional XF Field meetings (GMBU, RDBU and OBU)
Participate in Global Value, Access and Policy and Global Health Economics All Staff meetings.

Basic Qualifications Bilingualism (French and English) is required. The incumbent must be able to communicate effectively in English, as the role involves regular interaction with colleagues and partners located outside Quebec.
Bachelor’s Degree
Strong understanding of INESSS, CDA and provincial review agencies
Partnerships or experience in working with academia and vendors
Experience in drafting/reviewing/critiquing HE models, reports, BIMs, cost calculators
Basic understanding of outcomes research methodologies and ability to review and/or contribute to research protocols
Preferred Qualifications Bachelor's or Master’s or PhD in health economics, pharmacy, science, or quantitative methods
Independent, self-motivator and cross-functional
Strong communication skills (written, verbal, including presentation)
Highly detail oriented, scientifically minded, and the ability to multi-task and prioritize
Proven team player - work well with team members to accomplish common goals
Strong decision making and problem solving skills
Strong project management skills
Strong analytic skills in reviewing dossiers, data, and creating analyses
Have strategic focus and strong customer focus
Demonstrated budget management abilities

Salary Range 112,327.50 CAD - 151,972.50 CAD
