Project Controls Manager
The Project Controls Manager will own the full project controls function for assigned EPCM projects, serving as the single point of contact for cost control, scheduling, budgeting, cash flow management, progress measurement, and reporting. Leading a team of project controllers, planners, and project accountants, this individual is accountable for the accuracy and integrity of all project data from engineering through procurement and construction.
This role sits at the intersection of project delivery and financial stewardship. The Project Controls Manager will build and maintain capital cost baselines, drive change management processes, develop resource loaded schedules, and own all internal and client facing reporting including Earned Value analysis and KPI tracking. Responsibilities
- Support the Project Controls Manager and his/her team to established and maintain the cost controls for a project, providing quality up to date data to assist with the management of project activities.
- Adopt and follow the various (project specific and company) procedures, work practices, plans, systems and protocols required to work efficiently, maintain a consistent approach and high standard of work.
- Operating in accordance with the Company Project Control Procedures and Processes, in particular cost control, forecasting and progress reporting.
- Implementation and maintenance of Project Control Work Breakdown Structure.
- Project budget and schedule management.
Cost Management
- Lead the cost baseline development, implementation and maintenance of Cost Breakdown Structure (CBS) for the assigned project.
- Manage assigned Project indirect and direct capital costs including budget, commitments, accruals, forecast and trends.
- Manage Change Management process for both indirect and direct capital cost including construction contracts.
- Oversight invoicing correctness, contractual compliance and timely issuance.
- Manage assigned Project progress measurement and reporting (including Earned Value and KPIs) for engineering,
procurement and construction phases.
- Lead data validation before any external communication with Client.
Schedule Management
- Lead the development and management of the assigned project schedule. This will include project baselines development, resource loading and planned values establishment to monitor and controls project performance.
- Manage and coordinate planning and scheduling related activities for the assigned project, study or proposal.
- Plan and participate in periodic and ad-hoc schedule reviews.
- Prepare schedule basis and other required documentation as required by the project.
- Support Project/Study manager with the analysis of the schedule.
Reporting
- Prepare and manage required project reporting for internal and external stakeholders.
- Lead overall project reporting through out engineering, procurement and construction phases of the project.
- Prepare and provide timely weekly and monthly project updates internally and to Client based on specific project requirements.
- Participate and present the progress and forecast in weekly and/or monthly meetings.
- Coordinate liaison of Project controls with Procurement / Contracts and provide support as required.
Management and Leadership
- Lead the project controls team on assigned project and interact with other stakeholders as required.
- Act as single point of contact for all project controls activities under the assigned projects.
- Guide and coach project controls team members to ensure that the team’s morale and efficiency are maintained at the highest possible level.
- Maintain Client relationships and expectations.
- Attend all required assigned project-related internal and external meetings.

Qualifications
- Bachelor of Engineering or equivalent preferred.
- A minimum of 10 years’ experience in project-related scheduling and planning for Mining, Oil & Gas, Heavy industrial, Power or other larges project types.
- Preferably an Engineering qualification or equal (extended experience in the engineering and/or construction fields).
- More than 8 years post graduating (or 10 years experience in the industry).
- Strong understanding of project controls principals and processes for EPC/EPCM projects including budget development, cost control, planning/scheduling, change management, progress management and project reporting.
- Ability to establish and maintain Project work breakdown structure and cost breakdown structure.
- Ability to manage, forecast and trend Project indirect and direct capital costs including budget, commitments, accruals and forecast.
- Strong understanding of Procurement and Project accounting interdependencies, ability to liaise/provide support to both functions as required.
- Ability to coordinate and maintain project Change Management processes.
- Proficiency with Project progress measurement and reporting (including Earned Value and KPIs) for engineering, procurement and construction phases.
- Proficiency with scheduling systems (Primavera P6 and MS Project).
- Ability to establish and maintain resource loaded Project Schedule of required level of details for all phases including engineering, procurement, and construction.
- Ability to liaise with different disciplines (home office and at site), manage and coordinate various inputs for the accurate and timely project reporting at different levels (weekly, monthly, dashboard, ad-hoc, etc.).
- Ability to work effectively with minimal supervision with consistently high degree of accuracy and high quality deliverables.
