HR Specialist (Job Evaluation and Talent Acquisition)

- Location: Toronto, ON
- Term: 4 months with possibility of extension
- Commitment: 28 hours per week (Monday to Thursday) / Min: 1 day in office / week
- Rate: $35.00 per hour

About the opportunity

The client is a public health research agency undergoing an organizational restructure that will increase hiring volume across scientific, program, and technical portfolios. At the same time, a formal job evaluation exercise is being completed ahead of collective agreement renewal. We are looking for one consultant who can carry both streams. This is a hands on role with partnerships opportunity with senior leadership and the union. The successful candidate will be expected to run searches and evaluation sessions independently, not to be directed through them.

Talent acquisition

- Run recruitment end to end, from intake through offer, across multiple concurrent searches
- Partner with hiring managers on intake, role scoping, market context, and selection criteria
- Source, screen, and shortlist candidates, including technical roles such as IT, data, and digital
- Conduct phone screens and sit on interview panels
- Coordinate all scheduling with candidates, hiring managers, and panels
- Maintain complete, defensible hiring notes, scoring, and documentation for a unionized environment
- Manage reference checks, offer preparation support, and candidate communication
- Report on pipeline status, time to fill, and search risks

Job evaluation

- Support a formal job evaluation exercise covering unionized and non unionized positions
- Review, draft, and clean up job descriptions with managers
- Apply a recognized point factor methodology (Hay experience strongly preferred)
- Support a joint union and management committee, including terms of reference, rating sessions, and documentation
- Flag pay equity and internal equity risk, with practical recommendations
- Prepare rationale documents that withstand union review and potential grievance

What you bring

- Minimum 5 years of full cycle talent acquisition, including technical recruitment (IT, data, digital, or scientific)
- Minimum 3 years of hands on job evaluation, with at least two cycles you personally led or co led
- Job evaluation experience in an Ontario unionized setting with a public sector union (OPSEU, CUPE, or similar), including a joint union and management committee
- Fluent, polished written and spoken English. Your job descriptions, rating rationales, and candidate correspondence will go to senior leaders and the union without heavy editing
- Credibility with hiring managers. You give a clear recommendation, hold a position under challenge, and say no when a request creates legal or labour relations risk. Not a fit for someone who needs the fundamentals explained

Closing date

- Applications close September 06, 2026 at 5:00 pm ET.
- Applications will be reviewed as they are received. Early submission is encouraged, as interviews may begin before the closing date.
- Target start date: Monday, September 14, 2026.
