FULL JOB DESCRIPTION — Program Manager (Start‑Up Phase)

Overview
Tree Sprout Haven is a trauma‑informed, culturally grounded group living program rooted in Indigenous teachings, land‑based healing, and relational care. We are preparing to open our 24‑hour home for youth ages 12–17 and are seeking a Program Manager to lead our start‑up phase.

About the Role
This is a foundational leadership position. Before youth arrive, you will build the operational, cultural, and therapeutic systems that shape the entire program. You will ensure licensing compliance, develop routines, onboard staff, and prepare the home for safe, meaningful placements.

Key Responsibilities
Lead licensing readiness and compliance.
Build trauma‑informed and culturally grounded programming.
Recruit, train, and supervise Child & Youth Care Workers.
Develop daily routines, cultural calendars, and land‑based activities.
Set up secure record‑keeping and documentation systems.
Liaise with DFNAs, CFS, Elders, clinicians, and community partners.




Prepare individualized onboarding plans for incoming youth.

Qualifications
Diploma/degree in Child & Youth Care, Social Work, Psychology, or Human Services.
3–5+ years experience in residential care or trauma‑informed environments.
Strong understanding of Indigenous cultural safety.
Supervisory or leadership experience.
First Aid/CPR, Suicide Intervention, explicit CRC & Intervention Check.
