:

- The BA-TOM is a strategic role focused on designing and validating a multi-entity Operating Model to transform healthcare delivery by consolidating and standardizing digital health systems across Recent Brunswick.
- The BA-TOMS will support the translation of the vision what the Symbio Program will do, to how New Brunswick will sustain a provincial-wide CIS, overseeing the lifecycle of clinical, technical, business and operational capabilities across shared services (SNB) and regional health authorities (Vitalité Health Network and Horizon Health Network).
- The BA-TOMS will be required to work closely with other Symbio team members, subject matter experts (SMEs), clinical, technology, and health administrative stakeholders, as well as third parties as required, in conducting assessments, developing frameworks, analyzing capabilities, creating models and options, and compiling stakeholder input and decisions. This role serves as an enabler to support the future state of the CIS ecosystem.
- With the guidance of the Business Stream Lead and the Target Operating Model Lead the BA-TOMS will be responsible for collaborating with stakeholders to:
- Support the end-to-end development of the Symbio Capability Model, define the 12 core domains, and establish the Target Maturity required for provincial sustainability
- Facilitate workshops with provincial leadership (RHAs, DoH, SNB) and Symbio program stakeholders to achieve consensus on guiding principles, design guardrails, and decision rights
- Support design of functional distribution of roles, responsibilities, and cross-entity interfaces to ensure clinical support and technical enablement are balanced across a multi-entity structure
- Support the Options Analysis for service delivery (in-house vs. shared services vs. hybrid vs. other variations)



to ensure the final recommendation is supported by a robust Business Case.

Required Experience:

- University degree in Business Administration, Health Informatics, Information Technology, or a related discipline, or an equivalent combination of relevant education and demonstrated professional experience in healthcare or information systems. Yes
- Canadian healthcare experience with a proven track record of navigating and managing multi-organizational partnership needs (e.g., shared services, shared CIS, hospital amalgamations, etc.) to enable large-scale transformative healthcare/ digital health initiatives within a provincial, regional, or health network environment. 10+ years
- Consulting experience in strategic planning, business planning, and/or operating model development for complex digital health initiatives, engaging with senior-level executives and interprofessional teams from hospitals, regional health authorities, or government entities, to align on and deliver large-scale transformative projects/programs. 15+ years
- Government and health system management and planning experience, providing strategic leadership, expertise, and project/program management to design, implement, and evaluate policies, clinical programs, operations/administrative, and/or IT infrastructure aimed at creating a cost-effective, high-quality, and sustainable healthcare/digital health system. 10+ years

Desired Experience





- Demonstrated expertise facilitating multi entity discussions and workshops for large-scale healthcare/digital health initiatives, aligning stakeholder goals with business objectives, and obtaining buy-in and consensus on sensitive subject matters (e.g., hospital amalgamations, shared services, systemic change management) 10+ years
- Demonstrated experience working with, or implementing Clinical Information Systems or other IT/digital health projects in Canada, in collaboration with diverse stakeholders such as executives, clinicians, IT, privacy and security, etc. 8+ years
- Demonstrated experience supporting healthcare operating model development to enable cost-effective, high-quality, and sustainable programs (e.g., current state assessments, define future target state, governance, organizational structure, clinical training and enablement, technology enablement, standard operating procedures, etc.) in a matrixed environment 5+ years
- Demonstrate project/program leadership, managing concurrent workstreams of large-scale healthcare/digital health initiatives in a matrixed environment, from initiation to execution to close out, monitoring dependencies and progress against plans, preparing targeted communications for diverse audiences (e.g., executive level status updates, briefing notes), managing risks and resources, documenting decisions and discussions, and aligning stakeholder needs with business objectives 10+ years
- Exceptional verbal and written communication skills (e.g., polished PowerPoint presentation materials, briefings) to convey and facilitate complex and sensitive subject matters to foster collaboration, obtain buy-in and consensus, and influence change to enable healthcare transformation with senior level stakeholders (e.g. ADMs, C-suite and Board members). Additional points will be awarded if Candidate is fluently bilingual. 10+ years
