Role Overview

We are seeking a Senior Business Analyst to provide comprehensive I⁢ business analysis services for the Ministry of Public and Business Service Delivery and Procurement.

The successful candidate will work closely with business stakeholders, subject matter experts, technical teams, and project leadership to understand business problems and opportunities, elicit and document requirements, develop business models and process maps, and translate business needs into effective technology solutions.

The role requires strong experience with business analysis, Agile/Scrum methodologies, requirements gathering, business process reengineering, use cases, user stories, systems diagrams, stakeholder engagement, Microsoft Dynamics 365, cloud-native systems, and business/technical documentation.

Key Responsibilities

- Business Analysis & Requirements Management

- Lead and facilitate workshops to elicit, review, document, validate, and confirm business requirements.
- Conduct comprehensive business analysis to assess client business problems and opportunities and translate them into clear technical and functional requirements.
- Gather, analyze, document, and manage business, functional, technical, and non-functional requirements.
- Develop context diagrams, use cases, use case models, user stories, process maps, stakeholder maps, business rules, and systems diagrams.
- Conduct business process modeling, data flow modeling, conceptual and logical data modeling, and business event modeling.
- Apply business process reengineering concepts to identify alternative and cost-effective service delivery approaches.
- Support requirements throughout all phases of the project lifecycle, including initial requirements, detailed analysis, business transformation, solution refinement, and requirements maintenance.
- Ensure traceability between business requirements and I⁢ solutions.
- Agile Delivery &
- Solution Development
- Work effectively within Agile and Scrum environments and align business analysis activities with iterative development cycles.
- Break down complex business requirements into manageable deliverables for development teams.
- Create and refine user stories and acceptance criteria.
- Support UX, functional, and technical design activities.
- Participate in sprint planning, daily stand-ups, reviews, and other Agile ceremonies as required.
- Collaborate with developers, QA specialists, architects, UX professionals, and business stakeholders to ensure solutions meet business needs.
- Support software development lifecycle activities, including design, development, integration, testing, deployment, and production support.
- Ensure business requirements are validated against system functionality before deployment.

- Process Improvement
- Develop strategies, business cases, feasibility studies, and cost-benefit analyses for I⁢ initiatives.
- Conduct budget estimation, ROI assessments, and financial analysis to support technology investment decisions.
- Analyze business requirements and evaluate alternative technology solutions to identify cost-effective approaches.
- Prepare recommendations, options analyses, contingency provisions, and implementation strategies.
- Apply enterprise business architecture and organizational standards to business analysis activities.
- Develop performance measures and traceability matrices to evaluate business analysis outcomes.
- Ensure alignment with applicable I⁢ strategies, policies, priorities, methodologies, and standards.
- Stakeholder Engagement &
- Communication
- Engage business stakeholders and subject matter experts to understand and validate business needs.
- Lead and facilitate in-depth requirements workshops, interviews, JAD sessions, and other requirements-gathering activities.
- Prepare clear and comprehensive reports, presentations, assessments, briefing notes, business requirements, and project documentation.
- Communicate complex technical and business concepts effectively to both technical and non-technical audiences.
- Maintain strong customer service and professional relationships with internal and external stakeholders.




- Manage expectations and balance competing priorities while ensuring business analysis activities remain on schedule.
- Provide technical leadership, functional business analysis, and subject matter expertise to project teams and clients.

- Support change management activities, including change scope definition, impact analysis, training strategies, and communication planning.
- Identify, assess, monitor, and mitigate project and business analysis risks.
- Support quality assurance methodologies and testing activities, including User Acceptance Testing (UAT).
- Manage problem identification and resolution activities to support timely resolution of production issues.
- Support configuration management, production support, disaster recovery planning, and business continuity planning as required.
- Ensure solution recommendations and implementations meet quality, business, and enterprise standards.

- Modeling
- Develop process maps, stakeholder maps, systems diagrams, context diagrams, use cases, and other business/technical models.
- Create integration specifications and document system interfaces and dependencies.
- Translate business and data requirements into specifications suitable for designing technology solutions.
- Use CASE tools, modeling tools, and other business analysis tools to document requirements and solution scope.
- Utilize tools such as Azure DevOps, Microsoft Visio, Figma, and other relevant modeling and project management tools.
- Apply knowledge of cloud-native systems and Microsoft Dynamics 365 to support business and technical solution development.

- Prepare and advise on business analysis policies, processes, best practices, standards, and guidelines.
- Conduct business analysis reviews and provide recommendations to I⁢ management and stakeholders.
- Monitor progress, resolve issues, and provide regular status updates.
- Support Requests for Proposals (RFPs), including requirements definition and evaluation of vendor responses.
- Ensure compliance with applicable organizational policies, directives, guidelines, methodologies, and standards.
- Maintain awareness of emerging I⁢ trends and technologies.

Professional Experience – 35%
- Experience working on a medium to large-sized project as a Business Analyst or Functional Consultant.
- Strong understanding of the Software Development Life Cycle (SDLC), software design, development, integration, database concepts, and user interface design.
- Experience with change management, quality assurance, risk management, disaster recovery,



and business continuity planning.
- Experience conducting business analysis reviews and recommending options, changes, and contingency provisions.
- Experience providing functional business analysis and technical leadership to project teams, colleagues, and clients.
- Experience with service delivery management, portfolio/program/project management, and resource management.
- Experience with enterprise-level and client program-area business analysis and modeling.
