Job Title:
Business Process Modernization Consultant (Reliability Eligible)
Location:
Ottawa, ON – Hybrid (12 days/month in office)
Overview
We are currently looking for a Business Process Modernization Consultant to support a major public sector organization in Ottawa on an initial 6-month contract with extension options up to 30 additional months.
This role requires the successful candidate to be eligible to obtain a Government of Canada Reliability Status clearance and work in a hybrid environment with a minimum of 12 days per month on-site in Ottawa.
The successful consultant will support the modernization of enterprise security screening, access management, contractor screening, and visitor management programs through business analysis, process improvement, governance review, digital transformation, and workflow automation initiatives.
Key Responsibilities
- Conduct current-state assessments of security screening, access management, contractor screening, and visitor management processes
- Identify operational gaps, inefficiencies, risks, and opportunities for improvement
- Engage stakeholders to gather business requirements and document operational pain points and future needs
- Assess governance, accountability, delegation, decision-making, escalation, and risk management frameworks
- Develop recommendations to simplify, standardize, streamline, digitize, and automate business processes
- Design future-state operating models, governance structures, workflows, and process frameworks
- Develop business requirements and implementation recommendations supporting workflow automation and modernization initiatives
- Establish performance measurement frameworks, KPIs, reporting requirements, and benefit realization approaches
- Develop implementation roadmaps, change management strategies, training materials, and executive-level recommendations
- Support process modernization initiatives utilizing ServiceNow
- Perform related activities and deliverables as required
Mandatory Requirements M1 – Security & Eligibility Requirements
- Must be legally entitled to work in Canada
- Must be eligible to obtain a Government of Canada Reliability Status security clearance
M2 – Education & Qualified Certifications
- University degree or college diploma in Business Administration, Public Administration, Operations Management, or Management Consulting
- Lean, Six Sigma,
Business Process Management (BPM), Prosci, or equivalent certification
M3 – Business Process Modernization Experience
- Minimum seven (7) years of demonstrated experience conducting business analysis, process improvement, operational transformation, or program modernization initiatives within large and complex organizations
M4 – Governance, Risk & Assessment Experience
- Minimum three (3) years of demonstrated experience conducting:
- Current-state assessments
- Gap analyses
- Governance reviews
- Risk assessments
- Identification of operational inefficiencies, control gaps, and improvement opportunities
M5 – Security, Compliance & Digital Transformation Experience
- Demonstrated experience supporting initiatives involving one or more of the following:
- Security screening
- Access management
- Compliance programs
- Risk management
- Workflow automation
- Digital transformation
- Operational resilience
M6 – Stakeholder Engagement & Business Analysis
- Demonstrated experience:
- Gathering and documenting business requirements
- Facilitating stakeholder consultations and workshops
- Developing recommendations for process optimization and modernization
M7 – Operating Model & Change Enablement Experience
- Demonstrated experience:
- Designing future-state operating models
- Developing implementation roadmaps
- Establishing performance measurement frameworks
- Supporting organizational change enablement initiatives
M8 – Business Process Improvement Expertise
- Demonstrated ability to:
- Conduct process assessments
- Perform process mapping exercises
- Conduct gap analyses
- Perform root-cause analyses
- Lead business process re-engineering activities
M9 – Requirements Analysis Expertise
- Demonstrated ability to gather, analyze, document, validate, and manage business and functional requirements using industry-standard business analysis methodologies
M10 – Governance & Operating Model Design
- Demonstrated ability to assess and design:
- Governance frameworks
- Future-state operating models
- Workflows
- Accountability structures
- Risk controls
- Escalation processes
M11 – Workflow Automation & Modernization Experience
- Demonstrated ability to develop requirements and recommendations supporting:
- Workflow automation
- Process digitization
- Reporting solutions
- Business process modernization initiatives
M12 – ServiceNow Experience
- Demonstrated experience using ServiceNow to:
- Analyze business processes
- Design workflow solutions
- Configure and implement process improvements
- Optimize workflow automation
- Support case management processes
- Implement approval workflows
- Develop reporting capabilities
- Modernize business processes
M13 – Tools & Reporting Expertise
- Demonstrated proficiency using business analysis, process mapping, reporting, and presentation tools including:
- Microsoft Visio
- Microsoft 365
- SharePoint
- Power BI
- Jira
- Confluence
- Equivalent business analysis and process management tools
