Canada Employer Strategy Director

Salary: Competitive, commensurate with experience

Contract: Full time, permanent

Lead Canada’s Employer Strategy. Shape the Future of Employment.

Fedcap is looking for an ambitious and purpose-driven Employer Strategy Director to lead the development and delivery of our national employer engagement strategy across Canada.

This is a high-impact leadership opportunity for an experienced workforce, talent, employer engagement or recruitment professional who is excited by the opportunity to build, scale and influence employer partnerships at a national level.

You will play a pivotal role in connecting large employers with the talent they need, while creating sustainable pathways into high-quality, high-wage employment for the people and communities we serve.

This is more than an employer engagement role. You will help shape how Fedcap works with employers across Canada, creating the strategy, infrastructure, partnerships and high-performing team needed to deliver measurable outcomes at scale.

The Opportunity

As Canada Employer Strategy Director, you will own the employer strategy across our contracted programmes, with a particular focus on large-scale employers, national organisations and multinational businesses.

You will turn labour-market intelligence and employer demand into practical, scalable workforce solutions—helping employers solve complex talent challenges while ensuring our programmes deliver outstanding employment outcomes.

You will have the opportunity to:

- Set the national direction for employer engagement across Canada.
- Build and scale strategic partnerships with major employers, including national and multinational organisations.
- Develop a consistent, data-driven employer engagement model that can be delivered across multiple contracts and regions.
- Lead and develop a multidisciplinary team spanning Strategic Sector Leads, Partnership Managers and Learning & Development Coordinators.
- Build relationships with senior executives, HR leaders and C-suite stakeholders, positioning Fedcap as a trusted strategic workforce partner.
- Drive performance against critical measures including job starts, retention, wage levels, fulfilment and employer satisfaction.
- Identify opportunities to grow and strengthen Fedcap's large-employer portfolio.
- Use labour-market data,

employer insight and performance intelligence to continuously improve our approach.
- Champion an exceptional employer experience and build a strong reputation through successful partnerships and measurable results.
- Ensure employer strategy remains aligned with contractual commitments, compliance requirements and wider workforce-development objectives.

What You'll Be Doing

We're looking for a strategic leader who combines commercial thinking, employer insight, operational discipline and a genuine commitment to social impact.

You will bring

- Significant senior-level experience in employer engagement, workforce development, talent strategy, recruitment or a related field.
- A strong track record of developing and scaling partnerships with large employers.
- Experience working with national or multinational organisations and senior executive stakeholders.
- Demonstrable success delivering high-volume recruitment, employment, retention or workforce-development outcomes.
- Experience leading high-performing, multidisciplinary teams across multiple locations.
- Strong understanding of Canadian labour markets and the workforce challenges facing employers.
- Experience working within complex, contract-driven or performance-based environments.
- A proven ability to translate strategy into scalable operating models, processes and measurable results.
- Strong commercial and operational judgement, with the ability to balance employer needs, contract requirements and organisational priorities.
- Excellent data and analytical capability, with the confidence to use performance insight to drive decisions and improve outcomes.
- The credibility and communication skills to influence senior leaders and build trusted relationships at VP and C-suite level.

A bachelor's degree in business, workforce development, public administration or a related discipline is required. A master's degree or equivalent senior leadership experience is strongly preferred.

Your Leadership Impact

You'll be joining at an exciting point in our Canadian journey.

This role gives you the opportunity to build rather than simply maintain—to create the strategy, develop the infrastructure, shape the team and establish the partnerships that will define our employer proposition across Canada.

We're looking for someone who is comfortable operating at both strategic and practical levels:

someone who can sit with a CEO or CHRO discussing workforce strategy in the morning and work with their team to translate that relationship into tangible hiring outcomes in the afternoon.

You will be empowered to challenge conventional thinking, identify new opportunities and build an employer model that is scalable, evidence-led and focused relentlessly on outcomes.

Why Join Fedcap?

At Fedcap, our work is ultimately about creating opportunities and changing lives. You'll have the opportunity to combine your leadership and commercial expertise with a mission that has real social impact.

You'll work with talented colleagues across Canada and have the opportunity to influence how we build relationships with employers, deliver against our contracts and create sustainable employment pathways at scale.

If you're motivated by the chance to build something significant, influence at a national level and create better employment outcomes for people and employers, we'd love to hear from you.

Ready to Make an Impact?

If you're an experienced employer strategy or workforce leader looking for your next opportunity to make a national impact, we want to hear from you.
