OBJECTIVES

- Provide clinical oversight, following a person-and-family-centred PBS model, to ensure clinical excellence in the work of consultant supervisees;
- Support CBI’s goal of maintaining viable and profitable PBS operations by providing exemplary support in the area of contract funding accountability to direct reports;
- Model leadership and facilitate effective, team-oriented teaming;
- Support all supervised staff to meet contract deliverables’ timelines
- Monitor the billing of all the staff they supervise to ensure billing meets but does not exceed contractual limits; and
- Monitor all the staff they supervise to ensure is being followed and all duties, tasks, and responsibilities are being fulfilled

SUMMARY The Consultant Supervisor role has three pillars: Clinical Oversight, Contract Funding Accountability; and Leadership and Effective, Collaborative Teaming. The Consultant Supervisor monitors supervised employees and service deliverables in the PBS program to ensure CBI provides a high standard of clinical service; meets contractual and funding obligations; and works effectively and collaboratively as a team. Under the supervision of Clinical Advisor, they work closely with the Contracts and Procurement Manager and are in alignment with CBI’s vision, mission, and values.

QUALIFICATIONS

Required education and relevant experience required

- Master’s degree in related field [e.g., Psychology, Social Work, Education]
- BCBA designation, completed or in progress
- Minimum of two years of supervisory experience; PBS supervision in a government OR government-funded organization[s]
- Experience managing a team; minimum of four supervisees
- Excellent case management skills (e.g., timely completion of deliverables, ability to reprioritize tasks as needed, billing to cases within contractual timeframes)
- Demonstrated ability to support teams in implementing strategies within short timeframes

Certifications
- Leadership certifications [e.g., Mandt for Managers, Justice Institute Leadership certificates, etc.] an asset
- BCBA Supervisor Training Certificate, completed or in progress an asset

Other Requirements
- Having held a Behaviour Consultant role for at least three years preferred
- Must be able to pass CBI’s PBS Quality Assurance Benchmarks Criteria [or equivalent for external applicants]
- Must demonstrate fidelity with CBI’s billing expectations [e.g., Penelope billing; achieving targets for all cases; and maintaining 90/10 direct billing targets; demonstration of billing fidelity ]
- Criminal Records Clearance Letter for vulnerable populations




- Two to three excellent professional references
- Must excel at completing Functional Behaviour and/or PTR Assessments and developing a Positive Behaviour Support Plan for the supported individual
- Must have strong time management, analytical skills, interpersonal skills and written and oral skills
- Must have excellent team leadership abilities
- Must have superior problem-solving and decision-making skills and strong analytical skills
- Must be detail-oriented with strong organizational skills and ability to adjust priorities, as needs arise
- Must have the ability to exercise sound judgment

DUTIES

CLINICAL OVERSIGHT

- Ensure all CBI clinical reports are accurate based on FBA or PTR and BSP theory and practice, which result in the decrease of challenging behaviour and overall improvement in the individuals’ quality of life
- Provide case management support to behaviour consultants, which results in accurate Proposal of Hours (POHs) based on FBA/PTR assessments and BSP clinical recommendations and CBI's person-centered planning framework
- Provide solutions-focused clinical approach and framework to identify and address barriers to service implementation

CONTRACT FUNDING ACCOUNTABILITY

- Ensure that all supervised staff’s billing and case information are accurate to facilitate data-based decision making and case planning process
- Utilize information from from CBI data to ensure that all supervised staff’s approved hours of support for each case are delivered on target and on time
- Utilize information from CBI data, in collaboration with Contracts & Procurement Manager, to ensure that all supervised staff are assigned cases optimally

LEADERSHIP/EFFECTIVE COLLABORATIVE TEAMING
- Embed CBI’s effective, collaborative teaming practices to the assigned team
- Effectively manage staff’s performance
- Model strong interpersonal and conflict resolution skills
- Model strong organizational management skills

TASKS

CLINICAL OVERSIGHT

- Provide monthly supervision meetings with assigned staff to provide clinical guidance and support on individual cases regarding strategy development, problem solving, addressing barriers, team facilitation and so on
- Monitor summary of active caseloads for each assigned staff
- Edit reports, safety plans, and strategy write ups of each assigned staff for clinical content, format, and grammar within CBI’s standard timelines
- Help assigned staff identify clinical training and support needs in collaboration with Field Support & Quality Assurance (FS&QA;) Managers
- Guide assigned staff to recommend and monitor actual FBA/BSP proposal of hours and hours worked per recommendation

CONTRACT FUNDING ACCOUNTABILITY

- Monitor, analyze, and adjust assigned staff’s individual case proposal of hours to meet, but not exceed, approved proposal of hours
- Ensure their assigned staff’s billable hours meet the monthly target and billable to administrative unbillable hours are 90/10 each month
- Provide an overview of contract and service deliverables at contract review meetings with funders, (along with CBI Field Support and Quality Assurance Managers and Contract and Procurement Manager)
- Work with Contracts & Procurement Manager and Field Support and Quality Assurance Managers in planning how to set up supports for new, complex cases
- Plan case transfers (e.g. maternity leaves) together with Contracts & Procurement Manager
- Provide time management and organizational strategies for assigned staff
- Meet with Field Support & Quality Assurance Managers and Contracts & Procurement Manager to discuss how billing is impacting each contract, how to reallocate assigned staff’s time and expertise, as needed
- Review hours entered in Penelope data management software to monitor assigned staff’s achievement of targets and over/under hours on a weekly basis
- Support assigned staff to plan to meet their monthly target




- Review CBI data on consultant hours report to monitor big picture of proposal of hours and over/under hours status to determine capacity for new referrals and case transfers and inform Contracts & Procurement Manager
- Alert Contracts & Procurement Manager and Field Support & Quality Assurance Manager when an assigned staff is not meeting billing target and collaboratively come up with next steps to resolve the issue

LEADERSHIP/EFFECTIVE TEAM-ORIENTED TEAMING

- Coach assigned staff to achieve individual performance goals
- Provide feedback on performance related issues and address them as soon as they come up
- Participate in annual Lifestyle Development Plan [LDP] and Performance Reviews for assigned staff
- Develop and maintain good relationships with other departments
- Demonstrate and train staff how to achieve excellent organizational management skills:

o Ability to manage competing priorities and all the ‘moving parts’ o Ability to maintain calmness, clarity in thinking, and results-oriented focus at all times o Ability to work under pressure
- Monitor and support observance of CBI policies and procedures by assigned staff (CBI Policies Manual, Planning Tool and CBI Consulting Guidebook/CBI Onboarding Exemplar) from intake to closing a case
- As part of leadership team, provide input in updating the Planning Tool, Consulting Guidebook/CBI Onboarding Exemplar and other procedures, as developed
- Receive and address complaints about CBI services following CBI’s complaint process

RESPONSIBILITIES

- Represent CBI with a high level of professionalism and thorough understanding when attending meetings and corresponding with internal and external stakeholders
- Submit billable hours daily
- Achieve their proposed fiscal targets for all assigned staff and maintain a ratio of 90% direct billable hours to 10% administrative/non-billable hours
- Submit expenses monthly
- Work using technology as efficiently and effectively as possible
- Manage time such that billing issues are communicated immediately and resolved as quickly as possible
- Remain professional at all times (externally and internally)
- Attend staff meetings and internal trainings
- Provide vacation coverage for staff; and other Consultant Supervisors; and Field Support & Quality Assurance Managers, as requested and
- Other duties, as requested

CLINICAL OVERSIGHT

- CBI Quality of Life Benchmarks
- Safety Plan reviews compliance
- Other research-based person-and-family-centered PBS indicators that are currently under development [e.g., Don Kincaid’s Person-Centred PBS and Joe Lucychyn’s Family Centred PBS metrics]
- Positive feedback from Field Support and Quality Assurance Manager and Contracts and Procurement Manageron the following: 1) Quality of reports; and 2) Ability to resolve barriers to implementation

CONTRACT FUNDING ACCOUNTABILITY

- Meet or exceed 90/10 targets for assigned staff and own caseload
- Maintain a caseload that meets or exceeds the .25 FTE amount
- Positive feedback from internal and external stakeholders

LEADERSHIP/EFFECTIVE, COLLABORATIVE TEAMING

- CBI QA benchmarks for effective, collaborative teaming [adapted from Google Teaming Practices and Patrick Lencioni high performance leadership indicators]

INFORMATION

Hours

Position generally falls between operating hours of 8:30 and 4:30; however, occasional evening and weekend work should be expected (and delivered)

Wages and benefits

This role includes a competency-based salary increase. Pro-rated perks include holiday accrual and extended health. Salary is outlined in the CBI employment letter.
