KEY RESPONSIBILITIES
Reporting to the Senior Director - Operations, the Director - Security and Compliance is responsible for the planning, management, and compliance with aviation safety and regulatory standards.
- Responsible for regulatory compliance, including the Canadian Aviation Regulations (CARs), occupational health and safety (OHS), and environmental requirements.
- Responsible for updating and implementing the Airport Operations Manual (airport operations manual, Safety Management System plan, Quality Assurance Program, and SOPs related to these plans).
- Act as the Emergency Coordination Centre Director (DCCU) when on duty.
- Work closely with other departments to ensure that their day-to-day activities comply with the airport’s regulatory standards.
- Develop safety performance indicators and ensure the management of safety and Safety Management System (SMS) performance.
- Work closely with the Construction and Capital Investment Planning team to define and adjust the appropriate regulatory framework.
- Ensure the follow-up of the quality assurance schedule and required technical and regulatory training.
- Maintain ongoing awareness of Canadian regulations relating to the workplace and airport operations.
- Assist the Accountable Executive (GSR) in maintaining, improving, and implementing the SMS Quality Assurance Program.
- Produce reports on the status of the SMS and safety performance.
- Establish and maintain positive relationships with external partners, such as Transport Canada, NAV CANADA, and other stakeholders.
- Develop and implement internal and external training programs to raise awareness of regulatory standards.
- Recruit, train, supervise, optimize, and evaluate staff.
- Ensure a productive work environment.
- Represent the airport at meetings and negotiations with partners, as required.
- Manage calls for tenders related to the department under their responsibility, in accordance with the organization’s governance framework.
- Responsible for monitoring the budget for the airport’s regulatory activities and coordinating with the Accounting Department for reporting purposes.
- Collaborate in defining the airport’s overall strategy and its implementation plan.

REQUIRED QUALIFICATIONS
- University degree in airport management, business administration, or a related field.
- Significant experience (minimum 5 years) in a similar position, ideally in the airport or transportation sector, preferably in an SMS management, quality assurance, or similar role.
- Excellent management, leadership, and communication skills.
- Relevant experience managing a management system and/or quality management system (ISO standards).
- In-depth knowledge of aviation regulations and airport safety and environmental standards.
- Ability to make informed decisions and solve complex problems.
- Ability to work collaboratively with various stakeholders.
- Valid driver’s licence (Class 4A, or the ability to obtain one).
