ABOUT THE POSITION

We are currently looking for one (1) Director, Training Investment & Delivery for a temporary 12-month full time role. The Director, Training Investment & Delivery provides strategic and operational leadership for SkilledTradesBC’s training investment portfolio, including technical training delivery, workforce development initiatives, and community-based programs. The role ensures training investments are effectively planned, allocated, monitored, and evaluated to advance apprentice success, workforce readiness, equitable access, and provincial priorities.

This position oversees annual training investments across a diverse range of programs that support the skilled trades training system, including technical training, strategic workforce initiatives, and programs and investments that advance equitable access, participation, retention, and success in skilled trades, including initiatives focused on youth, Indigenous Peoples, and groups historically underrepresented in trades. The Director leads a high-performing team responsible for training quality assurance, planning, monitoring, and provider relationships across a federated network of public post-secondary institutions, unionized institutions, non-public training providers, and community partners. This includes oversight of training development procedures, agreements, designation, and quality assurance processes.

The role works closely with training providers, provider associations, government stakeholders, and the Ministry of Post-Secondary Education and Future Skills to support system alignment, investment accountability, and effective delivery of trades training across the province. The Director is a key member of the Senior Leadership Team and reports directly to the Chief Financial Officer.

The role integrates access, inclusion, reconciliation, and equity considerations into training investment decisions, provider relationships, program evaluation, and system-level planning. RESPONSIBILITIES/ACCOUNTABILITIES Strategic Training Investment and Workforce Readiness Leadership: Leads the strategic planning and delivery of SkilledTradesBC’s training investment portfolio to advance apprentice progression and workforce readiness, respond to labour market, community, regional, and learner needs, and deliver on government priorities.

Provides strategic vision to align labour market information with the allocation of technical training seats by trade and region.

Anticipates the impact of emerging trades, technological change and economy transition on future training demand and delivery and adjusts investment strategy and seat allocation accordingly.

Provides strategic advice to the Executive team on training investment trends, risks, opportunities, and system-level impacts.

Funding

Governance, Portfolio Accountability, and Annual Training Investment: Oversees funding planning and allocation processes, training agreements, delivery performance monitoring and reporting for training investment, workforce readiness and community-based programs.

Assesses program funding requests and provides strategic advice to the CFO related to portfolio changes, risks, options, and budget implications.





Supports managers in key decisions that consider broader SkilledTradesBC strategic and operational priorities, funding commitments, and budget requirements.

Ensures training investments are aligned with government priorities, organizational strategy, provider delivery capacity, and measurable outcomes for apprentices, learners, and the skilled trades system. Access, Inclusion, Reconciliation, and Equity-Focused Program Oversight: Oversees the planning, investment, delivery, and evaluation of programs that advance equitable access, participation, retention, and success in the skilled trades system, including initiatives focused on youth, Indigenous Peoples, and groups historically underrepresented in trades.

Ensures program investments and delivery approaches are informed by evidence, engagement, and system needs, and advance access, inclusion, learner success, and workforce participation outcomes for groups historically underrepresented in trades

Builds alignment between training investment decisions, provider delivery models, and inclusion-focused initiatives to identify and reduce barriers to training access and completion. Fosters respectful, reciprocal relationships with Indigenous partners, including First Nations, Métis, and Inuit organizations and Indigenous training providers to support culturally relevant training pathways and alignment with the principles of the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) and SkilledTradesBC's reconciliation commitments. Seat Management, Data, and Performance Measurement: Leads planning and cross-functional coordination for the development and implementation of strategies that support transparent, evidence-based allocation, monitoring, and delivery of training seats, including digital transformation programs.

Works across the organization to define business requirements, improve data quality, and support digital system development and adoption.

Establishes and maintains processes to monitor seat utilization, waitlists, training demand, training provider capacity, and investment outcomes.

Establishes and maintains portfolio-level measures to assess program effectiveness, seat utilization, apprentice outcomes, access, participation, progression, and completion outcomes for groups historically underrepresented in trades

Tracks and reports annually against key portfolio outcomes, including apprenticeship participation, seat utilization rates, and access outcomes for underrepresented groups, to inform future investment decisions.

Training Provider and Stakeholder Relationships: Maintains strategic, collaborative relationships with public post-secondary institutions, Indigenous training partners, non-public training providers, government partners, and sector stakeholders to support effective delivery of trades training.

Leads engagement with training providers on capacity planning, seat allocations,



quality expectations, access priorities, learner supports, and continuous improvement opportunities.

Quality

Assurance, Risk Management, and Continuous Improvement: Oversees processes and activities that support the development, implementation, and continued improvement of a quality framework in trades training.

Identifies risks, funding pressures, policy implications, and opportunities for continuous improvement across the training investment portfolio.

Executive, Board, and Government Relations Support

Supports SkilledTradesBC’s Executive team with government relations, including reporting, content for Ministry briefings, and liaison with senior stakeholders at the Ministry of Post-Secondary Education and Future Skills.

Provides information on behalf of the Training Investment & Delivery department for Board of Directors meetings. EDUCATION/EXPERIENCE A Bachelor's degree in Business Administration, Finance, or a related field is required A postgraduate degree in Business Administration, Finance, or a related field is preferred; an equivalent combination of education and relevant work experience may be considered

7+ years of senior-level experience managing critical business relationships in a diverse, complex, and multi-stakeholder environment

5+ years of experience in a leadership role

Demonstrated success in managing large financial portfolios

Experience leading programs, investments, or partnerships that advance access, inclusion, and equitable participation in education, training, workforce development, or a comparable public-sector environment

Education and/or experience in change management, with the ability to effectively guide program and policy changes in a complex, multi-stakeholder environment

Exceptional verbal and written communication and presentation skills, with the ability to adapt communication styles to meet the needs of diverse audiences

Demonstrated ability to develop and execute highly effective engagement strategies

Strong planning, organizational, and strategic thinking skills, with the ability to leverage internal and external stakeholders, industry resources, technology, and business requirements to achieve organizational objectives Preferred Experience: Experience in public sector policy and/or administration is considered an asset

Experience working with Indigenous partners, equity-deserving communities, or groups historically underrepresented in trades or technical training environments is considered an asset
