About this role:
Purpose
Reporting to the Manager, Corporate Planning and Reporting, the purpose of thisjobis tooverseeall aspects of external financial reporting includingthe annual consolidated financialstatements, quarterly forecasting, the annual charityreturnand all financial reporting mandated by Alberta Education.
Thisjobis responsible for planning, analyzing andaccurately presentinginformation and reports required for the monitoring and reporting of actualand forecastedresults as compared to budgeted amounts; ensuring that CBE financial statements and note disclosure comply withPublic Sector Accounting Standardsand legislative requirements; and identifyingand applyingnewchanges to accounting and reporting pronouncements to ensure that CBE is properly positioned to comply and that the impacts of such changes are known and communicated.This job is also responsible for the direct supervision of financial reporting staff as well as directing and coordinating the work of staff across the finance department.
Accountability
Thisjobis accountable for:
- developingand monitoring the financial reporting task requirementsin order togatherand reviewinput from contributors across the Calgary Board of Educationand ensure timelines are met.
- prepare financial reportsand meet deadlines with respect to the annual, quarterly and monthlyfinancial reporting cycles.
- ensuringaccuracy of information prepared and used in all financial reporting work.
- ensuring that our accounting processes, chart of accountsand actions result in financial information that is in accordance with Public Sector Accounting Standardsand Alberta Education guidelines.
- the effective supervision of staff directly reporting to this position.
- maintaining a strict level of confidentiality relative to budget and reporting matters.
Major responsibilities
Maintains a strong understandingof,
andis able tointerpret Public Sector Accounting Standards (PSAS) with respect to financial reporting by school boards, to ensure compliance of the reporting of the Calgary Board of Education. Under the general direction of the Manager, the job:
- Leads the coordination ofthe allfinancial reporting processes/ audit including with the external auditors.
- Coordinates and oversees the preparation of the year end audit file.
- Is accountable for ensuring corporate financial statement presentation and notes comply with PSAS and relevant pronouncements.
- Is accountable for ensuring the AFS Statements and Notes filedwith Alberta Education comply with guidelines and relevant regulations.
- Provides financial analyses to senior leaders, as requested.
- Makes recommendations for improvement to financial reporting processes for purposes of analysis, monitoring and control.
- Ensuresthe Calgary Board of Education'sprocesses and chart of accounts are appropriate to enablecompliance withreportingguidelines, the Board of Trustees Policies, and the specific directions of Superintendents' Team.
- Oversees and is responsible for the preparation and completion ofallconsolidated financial report packages requested by Alberta Education.
- Coordinates and prepares quarterly management reporting for presentation to the Board of Trustees including financial forecast and variance analysis, planned use and application of reserve funds, and project reports on an as needed basis.
- Together with the Lead, Corporate Budgets, maintains integrity of the data and operation of the Hyperion budget and financial reporting system which includes maintenance and custody of the Calgary Board of Education’s chart of accounts to meet internal and external financial reporting needs. May also represent the work unit on Calgary Board of Education cross-functional system development teams.
- Interpretsand maintains total familiarity withAlbertaEducation guidelines and regulations, Public Sector Accounting Standardsas well as CBE policies, procedures and practices in response to the assigned work.This includes working closely with ministry staffin regards to school board financial reporting.
- Act for the Manager during absences with regards to financial reporting related inquiries.
- Recruits,
develops and monitors the goals and objectives of staff directly reporting to the role.
- Establishes standards of performance, directs staff training and monitors an overall employee program. Provides leadership to the team to foster staff morale. Carries out disciplinary actions as requiredup to and including termination.
- Recommend and/or implement continuous improvement initiatives that improve the finance function or the integrated support to other service units and schools
- Prepares ad hoc reports for senior management as required.
- Performs other related responsibilities as assigned.
Qualifications
Education and Experience
- Completion of auniversity degree in a business-related discipline. A professional accounting designation is required.
- Minimum of5years progressively more responsible experience in a financial reporting role in a large sized organization. Public sector experienceis considered an asset OR
- Minimum of 3yearsaudit experiencein amid tolarge sizeCPA firmenvironmentplus2 additional years of financial reporting experience in a largeorganization.
- Experience using Oracle Hyperion Enterprise Performance Management System.
- Experiencein a multi-unionized environmentconsidereda strong asset.
- Excellent proficiencyworking with large, complex financial management and human resource information systems and desktop tools such as databases and spreadsheets.
- An equivalent combination of directly related post-secondary education and directly related experience may be considered.
- Supervisory experience preferred

Personal suitability
The CBE understands the future of work is versatile. In this role, you are eligible to participate in a flexible work program that allows you to work remotely for up to three days a week. A minimum of two days must be in the office. At certain times, you maybe be required to work in the office more then 2 days per week based on operational requirements. This is a year-round position and is eligible to participate in the organization's Earned Days Off (EDO) program, providing additional scheduled time off from June to August in accordance with program guidelines.
