Position OverviewPembina is seeking an experienced GRC Analyst to join our governance team on a contract basis. This role provides end-to-end support across policy and document governance, corporate governance, regulatory compliance, and risk and internal controls.

This is a hands-on, independent-contributor role suited to a governance or compliance professional who can step in with minimal onboarding. The successful candidate will be comfortable managing competing deadlines, working directly with subject-matter owners and senior stakeholders, and producing board- and executive-ready materials with limited day-to-day direction from the outset.

Key ResponsibilitiesPolicy & Controlled Document Management

- Maintain the governance policy library and controlled document system: track ownership, version histories, and scheduled review dates
- Draft new policies and procedures from approved frameworks or precedent documents
- Edit and proofread policies, ensuring plain-language clarity and internal consistency
- Coordinate policy review cycles with subject-matter owners and route documents for approval
- Support document authors with reviews, as required, and support the workflow for controlled documents
- Publish approved policies and controlled documents to the intranet or document management system
- Conduct gap analyses against industry standards (e.g., Canada Energy Regulator requirements, TSX governance guidelines) and flag deficiencies

Corporate Governance Support

- Prepare board and committee meeting packages: compile materials, format agendas, and produce clean drafts for supervisor review
- Draft and finalize minutes, resolutions, and action-item logs from governance meetings
- Maintain the Delegation of Authority (DOA) register and flag threshold or approval inconsistencies
- Track governance committee memberships, term limits, and charter renewal schedules
- Maintain a governance calendar covering standing meetings,



reporting deadlines, and annual filing dates
- Prepare governance reports and dashboards for a range of audiences, from department managers to the Board of Directors
- Benchmark governance practices against peer companies and publicly available frameworks (e.g., CCGG, CSA Group)

Regulatory Compliance Support

- Maintain a regulatory obligations register: track filing deadlines, responsible owners, and status
- Monitor regulatory developments (e.g., CER, AER, provincial utilities commissions) and prepare plain-language summaries for the supervisor
- Draft regulatory correspondence, submissions, and annual filings under supervisor direction
- Coordinate responses to regulatory information requests, tracking document production and deadlines
- Prepare compliance certificates, attestations, and reporting packages
- Maintain evidence files that demonstrate regulatory compliance

Risk & Internal Controls Support

- Maintain and update risk registers; facilitate periodic risk review workshops
- Document control frameworks and map controls to regulatory obligations or policy requirements
- Coordinate internal control self-assessments and consolidate results for supervisor review
- Track management action plans and corrective actions arising from audits and compliance reviews; report on overdue items
- Support risk analysts and facilitate management review meetings
- Manage the exceptions registry and facilitate the exceptions process
- Prepare risk reporting inputs for board or management packages
- Support internal and external audit preparation by gathering and organizing evidence

Writing, Editing & Document Management

- Draft first-pass documents including memos, briefing notes, reports, and executive summaries, reducing the writing burden on leadership
- Edit and proofread all outgoing governance documents for accuracy, grammar, and formatting consistency
- Develop and maintain document templates (Word, Excel) for recurring governance deliverables
- Manage the governance SharePoint/Teams site: organize folder structures, maintain version control, and archive superseded documents
- Build and maintain a glossary of governance terms for consistent usage across the organization

Research & Benchmarking

- Research governance best practices, emerging regulatory trends, and sector developments




- Prepare comparative benchmarking summaries against peer companies
- Support responses to governance surveys and questionnaires (e.g., ESG/sustainability disclosures)
- Scan for relevant court decisions, regulatory orders, or guidance notes that may affect governance obligations

QualificationsEducation

- Bachelor's degree in business, law, finance, public policy, or a related field
- A governance, risk, or audit-related credential (e.g., ICSA/Chartered Governance, CRISC, CIA) is an asset but not required

Experience & Skills

- 5+ years of progressive experience in a governance, compliance, regulatory, legal, or policy role, with demonstrated ability to work independently and deliver with minimal supervision from day one
- Energy, utilities, or other regulated-industry experience is strongly preferred
- Demonstrated ability to draft explicit, well-structured documents and edit for plain language; experience producing board- or executive-level materials is a strong asset
- Working knowledge of Canadian energy regulatory frameworks (CER, AER, provincial utilities commissions) and corporate governance standards
- Advanced proficiency in Microsoft 365 (Word, Excel, PowerPoint, SharePoint, Teams); experience with AI tools is an asset
- High attention to detail and robust organizational skills, with the ability to manage multiple priorities under tight deadlines
- Sound professional judgment and discretion in handling confidential and sensitive information
- A self-starter who can quickly understand existing governance processes and take ownership with limited ramp-up time – well suited to the pace of a contract engagement
