This is an excellent opportunity for an experienced Human Resources professional to take on a broad and influential role with a well-established, multi-service non-profit organization located in Vancouver.
The Greater Vancouver Community Services Society (GVCSS) is a multi-service non-profit organization supporting the independence and well-being of adults, children and youth, people with disabilities, and others who require support to retain or regain health and autonomy. Since 1972, the dedicated team at GVCSS has provided compassionate, effective and client-focused care that helps people maintain their independence and live safely within their communities.
The newly created role of Human Resources Manager is initially offered as a one-year contract position responsible for providing leadership and oversight of the Human Resources function across GVCSS. Reporting to the Chief Executive Officer, the HR Manager will lead a small HR team of two and serve as a trusted advisor to the CEO, Directors, managers and supervisors on a broad range of people, labour relations and organizational matters.
This is a hands-on senior generalist role requiring someone who is equally comfortable navigating complex labour relations matters, developing policy, coaching leaders and ensuring the effective day-to-day delivery of HR services. The successful candidate will bring significant experience working in a unionized environment and the judgement, confidence and breadth of HR expertise to independently lead the function and respond to the evolving needs of the organization.
Key Responsibilities
•Provide leadership and oversight for the Human Resources function, ensuring HR practices, programs and services effectively support GVCSS's operational needs, organizational priorities and values.
•Act as a trusted HR advisor to the CEO, Directors, managers and supervisors, providing practical guidance and support on employee relations, performance management, organizational change and other complex people-related matters.
•Lead the interpretation and application of collective agreements and provide expert advice to leaders on labour relations matters, including grievances, progressive discipline, displacement and other collective agreement issues.
•Develop and maintain constructive relationships with union representatives, represent GVCSS in grievance resolution meetings and support or represent the organization in third-party proceedings as appropriate.
•Lead and support workplace investigations and other complex employee relations matters, ensuring fair, consistent and appropriate processes and outcomes.
•Oversee the delivery of HR programs and services, including recruitment and selection, onboarding and orientation, compensation and classification, performance management, training and development,
occupational health and safety, HR systems and employee records.
•Provide leadership and oversight for attendance and disability management, workplace accommodations, return-to-work processes and WorkSafeBC claims, including guidance and escalation support on complex cases.
•Work collaboratively with Finance on employee benefits, providing HR guidance and responding to employee questions as appropriate, while maintaining effective relationships with benefit providers and other external HR partners.
•Lead, coach and provide direction to the Human Resources team, establishing priorities, supporting professional development and ensuring responsive and effective HR service delivery.
•Develop, implement and maintain HR policies, procedures and practices, monitoring legislative and regulatory developments and ensuring compliance with applicable legislation, collective agreements and organizational requirements.
•Identify opportunities to strengthen HR systems, processes and practices and lead initiatives that improve consistency, efficiency and the employee and leader experience.
•Maintain appropriate HR information systems and employee records, ensuring confidentiality, accuracy and compliance.
•Participate in leadership discussions and organizational initiatives, bringing an HR and people perspective to operational planning, decision-making and organizational change.
•Provide input into the development and administration of the Human Resources budget and monitor expenditures within approved parameters.
Education and Work Experience Required
•Bachelor’s degree in Human Resources, Business Administration or a related discipline, or an equivalent combination of education, training and experience.
•Minimum of five years of progressively responsible Human Resources experience, including experience at a senior generalist or HR management level.
•Significant experience working in a unionized environment, including collective agreement interpretation, grievance management and labour relations.
•Broad HR generalist experience across employee relations, recruitment, performance management, disability management, policy development and HR operations.
•Experience advising senior leaders and managers and leading or providing direction to HR staff.
•Experience within healthcare, community services, social services,
non-profit or another complex multi-site environment is an asset.
•CPHR designation is preferred.
Skills and Abilities
•Strong knowledge of employment and labour relations legislation, collective agreement administration and contemporary HR practices.
•Sound judgement and the ability to independently manage complex and sensitive HR and labour relations matters.
•Strong leadership, consultation and coaching skills, with the credibility to advise and influence leaders at all levels of the organization.
•Practical, solutions-focused approach with solid investigation, problem-solving, conflict-resolution and decision-making skills.
•Ability to build constructive working relationships with employees, leaders, union representatives and external partners.
•Excellent written and verbal communication skills.
•Ability to balance strategic priorities with hands-on operational requirements and manage multiple priorities in a complex and changing environment.
•High degree of discretion and ability to manage confidential and sensitive information appropriately.
•Proficiency with Microsoft Office and HR information systems.
•Demonstrates values and leadership behaviours consistent with GVCSS's mission and values.
The Opportunity
This one-year contract offers an experienced HR professional the opportunity to take ownership of a broad Human Resources portfolio and play an important role in the continued development of the HR function at GVCSS. This is a highly visible, in-house HR role with the scope and autonomy to make a meaningful impact across the organization.
