Reporting to the Director, Operations, the Operations Area Manager is responsible for the overall leadership, management, and operational readiness of WCMRC’s Beecher Bay and Sidney operations. This position ensures personnel, vessels, equipment, facilities, and operational resources remain response ready and capable of meeting WCMRC’s emergency response obligations.
As a senior member of the Operations leadership team, the Operations Area Manager provides strategic and day-to-day leadership across operational planning, workforce management, labour relations, emergency preparedness, regulatory compliance, continuous improvement, and the development of a high-performing operational culture. The role requires independent judgement and management discretion in matters relating to employee relations, staffing, operational priority, organizational risk, and emergency response readiness.
This position represents management in dealing with the certified bargaining unit, participates as a member of the managerial team in collective bargaining, administers the collective agreement on behalf of the employer, and is responsible for managing grievances, employee relations matters, workplace investigations, and the consistent application of company policies, and all relevant legislation.
Key Responsibilities
- Provide leadership and operational oversight for the Beecher Bay and Sidney bases, ensuring safe, effective, and consistent operations across assigned locations.
- Lead, coach, and support Base Managers, Supervisors, and operational personnel to achieve organizational and operational objectives.
- Oversee workforce planning, recruitment, employee development, performance management, and succession planning within the region.
- Oversee hiring decisions and provide recommendations regarding employee relations matters, including discipline, promotion, transfer, and termination decisions.
- Ensure compliance with corporate policies, safety standards, regulatory requirements, and collective agreement provisions.
- Develop and manage regional operating, training, and maintenance budgets, including monitoring expenditures and resource allocation.
- Build and maintain productive relationships with First Nations, government agencies, contractors, industry partners, and community stakeholders.
- Support emergency preparedness, response readiness, certification requirements, and operational excellence initiatives.
- Represent management in labour relations matters, including grievance administration, collective agreement interpretation, and organizational change initiatives.
- Contribute as a member of the management team to organizational planning, strategic initiatives, and continuous improvement efforts.
- Post-secondary degree in Business Administration, Marine Operations, Emergency Management, Leadership, or a related discipline, or an equivalent combination of education and progressively responsible experience.
- Minimum of 10 years of progressive operational leadership experience, including several years in a senior management role.
- Demonstrated experience leading multi-disciplinary operational teams within a 24-hour operational environment.
- Experience managing emergency response operations or other high-reliability operational environments.
- Demonstrated experience managing budgets, strategic initiatives, and organizational change.
- Significant management-side labour relations experience within a unionized environment.
- Demonstrated experience administering collective agreements and interpreting labour legislation.
- Experience managing grievances, workplace investigations, discipline, performance management, and conflict resolution.
- Experience participating on a management collective bargaining team, including bargaining preparation and negotiations.
- Strong knowledge of the Canada Labour Code, labour relations principles, and employment legislation.
- Proven ability to exercise sound judgment, maintain confidentiality, and make independent management decisions.
- Exceptional leadership, coaching, and people development skills.
- Excellent negotiation, mediation, and conflict resolution abilities.
- Strong strategic planning, organizational, and project management skills.
- Superior written and verbal communication skills.
- Robust financial acumen with experience managing operational budgets.
- Highly developed critical thinking and decision-making abilities.
- Advanced proficiency with Microsoft Office and operational management systems.
- Valid Class 5 Driver’s License
Position Status: As a management position, this position is exempt from the hours of work provisions contained in Division I of Part III of the Canada Labour Code, including overtime, hours of work, and related provisions applicable to non-managerial employees.
