Role Overview

Supply Ontario is seeking two Senior Software Developers –

- Full Stack to support the Health System Insights (HSI) Portal enhancement initiative for FY26–27.

The successful candidates will contribute to expanding the HSI Portal into a governed enterprise business intelligence platform capable of supporting a larger and more complex reporting environment. The role requires strong full-stack development expertise across C#, .NET Core, JavaScript, SQL, Microsoft Azure, REST APIs, microservices, event-driven architecture, and modern front-end technologies.

Candidates should have strong experience working in Agile development environments using the Azure DevOps SDLC, along with excellent troubleshooting, problem-solving, communication, and collaboration skills.

Key Responsibilities

- Translate technical system specifications into fully functional, tested applications.
- Develop detailed technical specifications and write or generate frontend and backend code.
- Develop data-driven applications and maintain automated testing processes.
- Troubleshoot and resolve technical issues arising during the use and operation of software applications.
- Provide technical assistance related to application implementation, conversion, and migration activities.
- Evaluate and recommend appropriate application architecture, technical specifications, and solution designs.
- Collaborate closely with UI/UX designers to implement required functionality, styles, and user experiences.
- Develop clean, reusable, high-performance, and maintainable code.
- Diagnose and resolve functional and performance issues and implement corrective and preventive fixes.
- Triage application issues and support resolution as required.
- Partner with Operations teams to ensure applications and platforms are properly supported across all environments.
- Create and maintain technical and code documentation.
- Participate effectively within an Agile development team and contribute to continuous improvement.

Mandatory Skills &

- Experience

- 5–8+ years of experience with both frontend/UI and server-side development, including APIs and databases.
- 5–8+ years of development experience with C#, .NET Core, JavaScript, and SQL.
- 5–8+ years of development experience within Microsoft Azure, including Azure Functions and Azure Service Bus/message bus services.
- 5–8+ years of experience working within an Agile development team using the Azure DevOps SDLC.




- Strong verbal and written communication skills.
- Strong experience with web application development and full-stack solutions.

Technical Expertise Backend &
- Application Development

- Expert-level development experience with C# and .NET Core.
- Strong experience with MVC and application development.
- Strong experience designing and developing REST APIs.
- Experience with microservices and event-driven systems.
- Strong knowledge of HTTP and APIs, including REST/JSON/XML.
- Knowledge of OAuth 2.0 and authenticated applications.
- Expert-level experience with SQL.

Frontend Development
- Strong experience developing web-based user interfaces.
- Experience with JavaScript frameworks and libraries.
- Strong knowledge of HTML, CSS, LESS, and SASS/CSS processors.
- Understanding of cross-browser and cross-platform issues and appropriate coding solutions.

Microsoft Azure
- Strong development experience with Microsoft Azure.
- Experience with Azure Functions.
- Experience with Azure Service Bus / Message Bus Services.
- Experience developing Azure Web APIs and cloud-based application solutions.

Development Practices &
- Tools

- Experience working in Agile environments.
- Experience with Azure DevOps SDLC.
- Comfortable with source control workflows, including TFVC and Git.
- Knowledge of software security best practices.
- Experience implementing automated unit tests.
- Strong documentation and knowledge-transfer capabilities.

Additional Desired Qualifications

- Degree in Computer Science, Engineering, or an equivalent technical discipline.
- 5+ years of professional experience with .NET, Azure, and application development.
- Experience developing authenticated, customer-focused applications.
- Strong experience planning and developing API endpoints.
- Knowledge of Accessibility for Ontarians with Disabilities Act (AODA) requirements and related standards.
- Knowledge of WCAG 2.0 guidelines.
- Exposure to FHIR and HL7 standards.

Key Deliverables

- Design and develop web application features based on identified business and technical requirements.
- Design and develop reusable code libraries and platform NuGet packages.
- Design and develop Azure Functions and Azure Web APIs that interact with Azure Service Bus.
- Develop functional mock-ups and prototypes as required.
- Implement automated unit tests to validate feature quality.
- Identify and resolve defects associated with feature development.
- Investigate and resolve production issues.
- Prepare technical documentation for implemented solutions.
- Provide knowledge transfer of implemented code and functionality to the existing development team.

Assignment Details
- This request is for 2 Senior Full Stack Software Developer positions.
- Each assignment is for 128 business days, with an option to extend for up to an additional 128 business days at the Agency’s discretion.
- The assignment may also be extended using unused business days, subject to Agency discretion.
- Resources must comply with all applicable Agency policies and procedures.
- Agency systems cannot be accessed from outside the province of Ontario without prior authorization.
- Agency-provided assets, including laptops and related equipment, cannot be removed from Ontario without prior written approval.
- The position is currently classified as Hybrid.
- The resource may be required to work onsite based on the Hiring Manager’s discretion.
- Expected onsite requirement is 2 days per week, subject to the Manager’s discretion.
- Public Sector experience is preferred.
