Position Overview The Ministry of Public and Business Service Delivery and Procurement is seeking a Senior UX Designer to create intuitive, accessible, user-friendly, and visually appealing digital experiences for web and mobile applications.

The successful candidate will bring strong experience in UX/UI design, user research, interaction design, prototyping, design workshops, stakeholder engagement, and user-centered design. The role requires the ability to translate research and business requirements into effective sitemaps, user flows, journey maps, wireframes, mockups, and prototypes.

The ideal candidate will have experience working with Figma, Canvas or similar design and prototyping tools, along with knowledge of accessibility standards, the Ontario Design System, and digital service standards.

Key Responsibilities

- Create effective, user-friendly, visually appealing, and intuitive user interfaces.
- Design overall product functionality with a solid focus on user experience and usability.
- Apply a user-centered design approach and rapidly test, evaluate, and iterate designs based on user feedback.
- Conduct user research, interviews, and surveys and translate findings into actionable design solutions.
- Develop sitemaps, user flows, customer/user journey maps, wireframes, mockups, and interactive prototypes.
- Design user interfaces and experiences for web and mobile applications across a wide range of devices and interfaces.
- Design digital displays, publications, media, and other creative materials as required.
- Define and lead UX projects, design workshops, and stakeholder alignment sessions.
- Facilitate product vision through research, ideation, sketching, prototyping, and user testing.
- Identify user and design problems and develop effective, elegant solutions.
- Make strategic UX and design decisions related to existing and new product functions and features.
- Gather and analyze user feedback to improve and configure existing interfaces.
- Collaborate closely with developers, QA specialists, business stakeholders, and other cross-functional teams.
- Ensure design concepts and development processes are communicated clearly to diverse stakeholders.




- Prepare clear, concise, and comprehensive design documentation, reports, reviews, and assessments.
- Manage competing priorities while meeting project deadlines and maintaining effective client relationships.

Experience &

- Skill Set Requirements

General UX/UI Skills – 55%

- Demonstrated experience creating GUI designs based on user interaction and performance.
- Experience as a UX Designer, Interactive Designer, UI Designer, or similar role.
- Solid experience designing for web and mobile applications.
- Ability to define and lead UX projects, design workshops, and stakeholder/business-user alignment sessions.
- Experience managing end-to-end user research, from recruitment through synthesis.
- Proficiency with design and prototyping tools.
- Experience with Figma, Canvas, and similar design tools.
- Thorough understanding of web development technologies and their limitations and appropriate use.
- Experience designing online programs with consideration for the emotional aspects of human experience.
- Strong experience conducting user research, interviews, and surveys and translating findings into:
- Sitemaps
- User flows
- User/customer journey maps
- Wireframes
- Mockups
- Prototypes

- Experience designing and iterating product functionality based on user testing.
- Experience developing user stories, wireframes, user flows, user journeys, mockups, and prototypes optimized for multiple devices and interfaces.
- Experience facilitating product vision through research, conception, sketching, prototyping, and user testing.
- Ability to identify design problems and develop effective solutions.
- Experience making strategic design and UX decisions for core and new functionality/features.
- Experience gathering user feedback and using it to improve existing interfaces.
- Strong teamwork skills with a proven ability to meet deadlines, manage competing priorities, and maintain client relationships.

Communication &
- Collaboration Skills – 30%

- Demonstrated ability to prepare transparent, concise, and comprehensive documentation, including reports, reviews, and assessments.




- Ability to communicate complex design concepts and development processes clearly to diverse stakeholders.
- Demonstrated experience working effectively with cross-functional teams, including developers, QA specialists, business stakeholders, and other project team members.
- Experience working collaboratively with stakeholders and team members at different organizational levels.
- Strong interpersonal, presentation, facilitation, and stakeholder-management skills.

Desirable Skills – 10%
- Knowledge of accessibility testing.
- Ability to work with the Ontario Design System or similar design systems.
- Knowledge of Digital Service Standards.
- Experience addressing complex design challenges involving legacy systems.
- Experience navigating nuanced stakeholder relationships and approval processes.
- Proficiency in designing with accessibility in mind and meeting WCAG 2.1 AA requirements.

Prior Public Sector / OPS Experience – 5%
- Previous experience working within the Ontario Public Service (OPS) or other public-sector environments is considered an asset.

Must-Have Qualifications Candidates should demonstrate strong experience in:

- UX/UI and GUI design based on user interaction and performance.
- Web and mobile application design.
- User research, interviews, surveys, and research synthesis.
- Sitemaps, user flows, journey maps, wireframes, mockups, and prototypes.
- Leading UX projects and facilitating design workshops.
- Figma, Canvas, or similar design/prototyping tools.
- Stakeholder communication and cross-functional collaboration.
- User-centered design and iterative usability testing.
- Ontario Design System or comparable design systems.
