You are an enterprise risk specialist with experience in the public sector. You thrive on collaborating across organizations to develop evidence-based recommendations to ensure risk-informed decision making and to inform the strategic direction of an organization. You are informed on emerging trends, best practices, and evolving regulatory requirements in risk management, analytics, and quality assurance, continuously enhancing expertise through research and professional development.

What you’ll do

Reporting to the Strategic Planning Team Leader, the Senior Corporate Planning Advisor will be responsible for supporting the Team Leader in maintaining, maturing and implementing the Enterprise Risk Management Framework:

- Develop and maintain comprehensive risk management frameworks, including risk appetite, policies, standards, and templates, while leading risk planning activities such as the annual Enterprise Risk Profile update.
- Conduct enterprise risk assessments and ensure alignment with internal controls, governance frameworks, and regulatory standards.
- Monitor emerging risks, trends, and vulnerabilities, advising leadership on mitigation strategies and organizational preparedness.
- Develop and implement policies, frameworks, and reporting mechanisms to support effective risk oversight function.
- Collaborate with internal and external stakeholders to ensure compliance with regulatory requirements, address findings from external reviews, and enhance risk resilience.
- Provide strategic insights and recommendations to leadership, supporting informed decision-making, strategic planning and continuous improvement initiatives.

Essential Qualifications:

Education:

Degree from a recognized university with specialization in business administration, public administration, social sciences or public affairs, or a relevant combination of education, experience and job knowledge.

Language Requirements:

English Essential

Experience:

- Significant* experience developing risk frameworks, policies, and standards within the public sector
- Significant* experience conducting risk oversight activities using Enterprise Risk Management (ERM) frameworks, including monitoring risks across key ERM categories and evaluating mitigation strategies.
- Significant* experience writing precise, clear and timely reports, recommendations, presentations and communications materials for senior management**
- Significant* experience collaborating with internal interested parties and providing strategic advice on risk
- Significant* experience managing or coordinating cross-functional projects or working groups with a focus on risk
- Significant is defined as depth and breadth of experience normally associated with the performance of those duties on a regular basis for a period of approximately three (3) years. However, a shorter duration may be considered based on demonstrated complexity and diversity of work handled, scope of work, or level of direct responsibility for a wide variety of complex files or projects.

Knowledge of:

- Principles and best practices of Enterprise Risk Management within the public sector
- Knowledge of TBS guidance related to risk management
- Change management principles for large scale, cross departmental projects.

Ability to:

- Analyse, synthesize, and integrate diverse sources of information on risk into clear,



actionable strategic advice and reports.
- Influence and advise senior management on risk.
- Lead collaborative working groups and manage complex projects from inception to completion.
- Adapt to shifting priorities, meet tight deadlines, and manage multiple concurrent deliverables.
- Facilitate risk discussions and workshops involving senior interested parties.

Asset Qualification:

- Experience working in or with regulatory organizations or agencies.
- Knowledge of trends and issues in the nuclear energy sector or government regulatory environment.
- Certification such as FRM (Financial Risk Manager) or CRM (Certified Risk Manager)
- Knowledge of the Risk and Compliance process.
- Training or certification in project management and/or change management.
- Experience contributing to government-wide initiatives.

Operational Needs: All CNSC staff are subject to the Mobility Directive.
