Role Overview The Senior Manager of Housing is responsible for overseeing and directing all aspects of housing programs within Eva's, including representing the organization with funders, partners, vendors, and community agencies. Relationship management and establishing new relationships will illustrate the mission, vision, and values of Eva’s.
The Senior
Manager leads a team of staff, providing guidance, support, and supervision to ensure successful housing and programming outcomes for young people with a history of homelessness.
As the Senior Manager of Housing, one of the key responsibilities is to supervise and monitor the outcomes of the programs led by the Team Leads within the housing program. This involves tracking the effectiveness of interventions, assessing the progress of participants, and managing youth records in Eva’s database management system to evaluate the overall impact of the programs on the youth served.
The Senior
Manager of Housing may be required to participate in rotation weekend shifts to accommodate program needs.
Reporting to the Senior Director of Programs and Services, the Senior Manager of Housing will lead a diverse team providing leadership, strategic direction, and support to ensure the success of our housing programs.
Responsibilities
Strategic Planning:
- Collaborate with senior leadership to define the long-term vision and goals for the Eva’s housing programs, aligning with Eva's mission and strategic objectives.
- Conduct comprehensive analyses of internal capabilities, external trends, and needs to inform strategic decision-making and goal setting.
- Identify emerging opportunities and potential risks that may impact the success of the program, taking proactive steps to capitalize on opportunities and mitigate risks.
- Establish clear priorities and measurable objectives to guide the allocation of resources and efforts, ensuring alignment with the overall strategic direction of the organization.
- Translate strategic goals and objectives into actionable plans with defined timelines, responsibilities, and performance metrics, ensuring accountability and progress tracking.
- Stay informed about internal and external developments that may impact the strategic direction of the program, remaining flexible and responsive to changing conditions and priorities.
- Effectively communicate the organization's strategic direction, goals, and progress to internal and external parties, fostering understanding, buy-in, and support for strategic initiatives.
Leadership:
- Strong leadership skills with the ability to champion staff engagement, and inspire and motivate staff, volunteers, and partners.
- Provide supervision, coaching, and professional development opportunities to staff, fostering a culture of excellence, problem-solving, and continuous learning.
- Collaborate with leaders in Eva’s to foster a culture of support and psychological safety.
- Encourage innovation and experimentation to drive continuous improvement and learning within the organization, fostering a culture of adaptability, resilience, and high performance.
- Manage difficult situations with decorum and professionalism, modeling a positive disposition and approach.
- Provide supervision, coaching, and professional development opportunities to staff, fostering a culture of excellence, collaboration, and continuous learning.
- Ensure compliance with relevant legislation and policies, including the Tenant Protection Act and other housing regulations in Ontario.
- Adhere to safety protocols and procedures, particularly when visiting program sites or engaging with youth in crisis situations.
Program Management:
- Regularly review and evaluate program outcomes against established goals and objectives, identifying areas of success and areas for improvement.
- Develop, present, and oversee financial budgets on an annual and quarterly basis.
- Ensure all budgets and financial processes align with organizational processes.
- Evaluate budget proposals and financial requests for viability.
- Ensure that all program activities and services of staff operate are implemented with relevant best practice and evidence informed and in accordance with organizational policies and guidelines, applicable legislation, and shelter standards.
- Monitor program outcomes and performance metrics, collect data, analyze trends, and prepare reports to inform decision-making and program improvement.
- Implement mechanisms for monitoring progress towards strategic goals and objectives, regularly reviewing performance metrics, and making adjustments as needed to stay on track.
- Conduct regular evaluations to assess the impact and effectiveness of strategic initiatives, gathering feedback and using data to inform continuous improvement efforts.
- Develop strategies to ensure the long-term sustainability and growth of the program, including diversifying funding sources, building strategic partnerships, and leveraging resources effectively.
Relationship Building:
- Collaborate with internal and external parties, including staff, volunteers, community partners government agencies, community organizations, landlords, and funders, to support youth in accessing protected and stable housing.
- Build and maintain positive relationships with landlords and housing providers, negotiating leases, resolving disputes, and advocating for the rights and needs of youth tenants.
- Meet regularly with funders at all levels of government to provide updates on program outcomes and advocate for continued support and funding.
Data Analysis and Evaluation:
- Analyze collected data to identify trends, patterns, and areas of concern, using this information to inform decision-making and program adjustments.
- Define and track performance metrics to measure the success of housing interventions, such as housing stability, access to support services, employment outcomes, and overall well-being.
- Conduct regular evaluations to assess the impact and effectiveness of strategic initiatives, gathering feedback and using data to inform continuous improvement efforts.
Reporting:
- Prepare and present reports on program outcomes to senior leadership, funders, and other key parties, highlighting achievements, challenges, and recommendations for improvement.
Qualifications
- Graduate degree in a relevant field and/or comparable experience. Degrees outside of Canada must be evaluated by a recognized certification body to demonstrate Canadian equivalency.
- Minimum 5 years supervision experience in a unionized environment, preferably in the housing or social service sector.
- Minimum 5 years of demonstrated financial management experience including budget oversight and leading a team.
- Ability to develop and execute strategic plans to achieve program goals and objectives.
- Solid analytical skills with the ability to collect, analyze, and interpret data to inform decision-making, program improvement, and problem-solving.
- Demonstrated proficiency in program management, including planning, implementation, and evaluation.
- Exceptional interpersonal skills with the ability to build and maintain positive relationships at all levels.
- Excellent communication skills, both verbal and written, with the ability to effectively communicate with all levels, including funders, government officials, landlords, and clients.
- Proven experience collaborating with government agencies, community organizations, and landlords.
- Ability to respond effectively to crisis situations, including mental health crises, substance use issues, and suicidal tendencies, providing support and intervention as needed.
- Advocacy skills with experience engaging with funders and decision-makers at all levels of government.
- Knowledge of the Residential Tenant Act, rent supplements, the Coordinated Access System, Housing Services Act, PATHS (priority Access to Housing) supportive housing, and housing First model
- Understanding of the economic, political, and social factors which impact Black and racialized youth facing homelessness.
- Experience using a case management model to work successfully with diverse populations and demonstrated commitment to promoting diversity and inclusion to work from an Anti- Black racism paradigm.
- Experience with design, implementation, and evaluation of programs to address complex needs of youth experiencing comorbidity transitioning to independent living.
- Knowledge and ability to integrate anti-racism theories, anti-oppression, critical disability, LGBTQ2S and trans-positivity, trauma, harm reduction approaches in support of mental health and strengths-based principles into practice.
- Familiarity with advocacy processes and ability to utilize the Residential Tenancies Act, Landlord and Tenant Board processes and other relevant housing legislation
- Knowledge of one or more of the following: child welfare and/or protection laws; youth justice and mental health system.
- Clear understanding of harm reduction principles and strategies to support mental health gained through direct experience working with individuals, preferably youth.
- Proficient in MS Word, Excel, and Outlook.
- "G" License with Clean and Current Driver's Abstract
- Certification in CPI Nonviolent Crisis Intervention, First Aid/CRP
