Job Profile

There are two permanent openings for the above position within the Planning Services Division of the Planning and Growth Department available immediately. Reporting to the Manager of Development Planning, this position is responsible for the following duties:

What you will be doing

- Manage assigned development planning applications, including Official Plan Amendments, Zoning By-law Amendments, Plans of Subdivision, Plans of Condominium, and complex Site Plan applications.
- Review and evaluate development applications for completeness and planning merit; coordinate circulation to internal departments and external agencies; identify, analyze, and resolve planning issues; and prepare professional recommendations, reports, and conditions of approval for Committees and Council in accordance with sound planning principles and legislative requirements.
- Coordinate multidisciplinary review processes and facilitate resolution of complex issues and competing interests among applicants, stakeholders, agencies, and City departments.
- Ensure statutory notice requirements and public consultation processes are completed in accordance with the Planning Act and City procedures.
- Interpret and apply the City's Official Plan, Zoning By-law, Provincial Planning Statement, and other applicable legislation, regulations, policies, and guidelines to evaluate development proposals and provide professional planning advice.
- Prepare planning-related legal and approval documents, including Official Plan Amendments, Zoning By-law Amendments, subdivision and condominium agreements, and other documents required for Council adoption or execution.




- Provide professional planning advice and guidance to Council, senior management, staff, applicants, developers, consultants, realtors, agencies, and members of the public.
- Attend and present at Council, Committee, public information, neighbourhood, stakeholder, and agency meetings to provide planning advice, communicate recommendations, and facilitate discussion on development applications and planning initiatives.
- Represent the City as an expert planning witness before the Ontario Land Tribunal (OLT) and participate in related hearings, mediations, and case preparation.
- Participate in planning policy and special project initiatives. Contribute to continuous improvement initiatives, including updates to development review procedures and lead implementation of process improvements.
- Serve as a key liaison between City departments, external agencies, consultants, and stakeholders to support effective communication and coordination throughout the development review process.
- Provide guidance, mentorship, and technical support to planning staff, and act as a resource within the Development Planning team.
- Provide back-up support to the Manager of Development Planning, as required.

Education

Undergraduate Level - Four years or equivalent in Planning or Similar

Experience and Knowledge

- Four to six years progressive planning experience. Expertise in Urban Design preferred.
- Possession of current memberships in the Canadian Institute of Planners and the Ontario Professional Planners Institute are required, along with a Registered Professional Planner

Proof of your current and valid certificate(s) and/or educational qualifications. Valid G driver's license.

Worker Health and Safety Awareness Training certificate from the Ministry of Labour. (may be obtained post offer)

Your compensation

The Senior Planner position is within Grade 14 of the inside workers union Salary Schedule and has an annual salary range of $109,819 to $116,698. Comprehensive Benefits Package and OMERS Pension Plan included.

Hours of work

The current regular hours of work are in accordance with the collective agreement, however, currently are 8:30 a.m. to 4:30 pm. (35 hours per week), Monday to Friday, with occasional evenings as required.
