The Government of the Northwest Territories is seeking a Senior Technical Lead - Capital and P3 Operations to provide specialized financial and technical expertise in capital budgeting and Public-Private Partnership (P3) initiatives.

This position plays a key role in how the GNWT evaluates and manages major capital investments. You will provide the financial analysis, risk assessment and strategic advice needed to support sustainable infrastructure decisions while ensuring capital and P3 initiatives meet government financial, legislative and accounting requirements.

About the Role

As the GNWT's senior technical resource for capital budgeting and P3 financial frameworks, you will develop financial models, assess long-term fiscal impacts and provide advice on capital financing and investment decisions. You will work with government decision-makers, federal partners, financial institutions and private-sector organizations on complex infrastructure financing and P3 initiatives.

Key Responsibilities

- Lead the development and refinement of capital budgeting frameworks, financial models and investment analysis for major infrastructure initiatives.
- Provide financial analysis, risk assessment and due diligence for P3 projects and alternative financing arrangements.
- Ensure capital budgeting and P3 initiatives comply with the Financial Administration Act, Public Sector Accounting Standards and GNWT financial policies.
- Prepare financial reporting and strategic advice on capital plans, project financing,



P3 structures and long-term fiscal impacts.
- Evaluate capital investment plans and business cases to support project prioritization and informed decision-making.
- Work with government, federal agencies, private-sector partners and financial institutions on capital financing strategies and P3 project structures.

Qualifications

Typically, the above qualifications would be attained by:

- A bachelor's degree in Finance, Accounting, Economics, Business Administration, Public Administration, Engineering, or a related field; or a professional accounting designation, combined with a minimum of five years of experience in capital budgeting, public-sector financial management and/or P3 project management.
- An equivalency may include a three-year diploma in a related field and six years of directly related experience.
- Relevant experience may include capital budgeting and planning for public infrastructure, public-sector financial management and fiscal planning, capital investment analysis and business cases, infrastructure planning, P3 development or oversight, contract management, or strategic financial analysis supporting public infrastructure investment.
- Other equivalent combinations of education and experience may be considered on a case-by-case basis.
