We are looking for Laborers to join our team
Copcan Civil, part of Norland Limited, is an award-winning civil construction company with offices on the Island in both Nanaimo and Victoria. Copcan has been in business since 1970, Copcan Civil has successfully completed projects across Vancouver Island and the BC Interior, including highways, bridge construction, underground utilities, demolition, marine infrastructure, private development, and municipal works.
Copcan Civil is currently seeking experienced Civil Laborers to join our team in Victoria and Duncan (Vancouver Island). This role involves working on job sites that involves underground utility, civil, and construction projects across the area. Work locations may include Victoria, Duncan and surrounding communities. You will need to be able to get to locations that are not on the transit route.
Duties & Responsibilities
Perform general labor duties on civil construction sites including digging, grading, raking, and shoveling
Assist with installation of underground utilities (water, sewer, storm)
Support pipe crews with alignment, bedding, and backfilling
Load, unload, and move construction materials and equipment
Operate small tools and equipment (plate tampers, cut-off saws, jackhammers, etc.)
Maintain a clean, organized, and safe work environment
Follow directions from supervisors, foremen, and lead hands
Assist with traffic control and site safety setup as required
Participate in daily toolbox talks and adhere to all company safety policies
Qualifications & Requirements
Previous experience in civil construction or general labor (preferred but not required)
Physically fit and capable of heavy lifting, repetitive tasks,
and working in all weather conditions
Strong work ethic, reliability, and willingness to learn
Ability to work well in a team setting
Valid driver’s license and reliable transportation (asset)
Basic understanding of construction safety practices
Certifications (Assets)
CSTS (Construction Safety Training System)
WHMIS 2015
Confined Space Entry
Ground Disturbance Level II
First Aid (Level 1 or higher)
Working Conditions
Outdoor work in varying weather conditions
Physically demanding environment (lifting, bending, standing for long periods)
Early start times, overtime, and weekend work may be required
Travel to different project sites may be necessary

Compensation This is a Unionized position. Expected hourly rate: Unionized wage range for this position is $26.05-36.63 per hour (based on candidate’s experience), plus 12% vacation/statutory holiday pay.
