How you will contribute as part of the TRCA team: The Senior Engineer, Geoenvironmental Services acts as a geotechnical engineering subject expert and leads a team of engineers and technical specialists, overseeing the geotechnical review of erosion hazard risks in accordance with Toronto and Region Conservation Authority’s (TRCA) regulatory responsibilities. This position conducts challenging risk assessments for slope stability hazards in conformance with geotechnical engineering principles, standards, policies and guidelines required for reviewing applications. The Geoenvironmental Services team includes hydrogeologists and geotechnical engineers of varying experience levels that work together to protect the public from natural hazards including but not limited to slope failures, acting to protect drinking water supplies from overuse and contamination, and monitoring groundwater conditions. The team consists of a Senior Manager, 2 senior hydrogeologists, 1 hydrogeologist, 2 geotechnical engineers, and 1 senior geotechnical engineer (this posted position).
Major Responsibilities Reviews all applicable information (e.g., reports, drawings, design briefs) to determine the scope of geotechnical review requiredSupports TRCA Planners regarding top of bank and limit stakings and attends occasional site visits to help Planners achieve consensus on the setting of development limitsPrepares guidelines and checklists for review processes to ensure consistency of practiceCommunicates with the technical teams, applicants, municipalities and agencies, to confirm submission requirements,
and coordinates site visits and meetings thereby ensuring effective project coordination and service deliveryParticipates in Ontario Land Tribunal (OLT) and other hearings, tribunals, investigations that may be required as part of a dispute or legal action regarding a permit applicationProvides engineering support to TRCA enforcement and compliance, including participation on site visits, reviewing of reports, witness statements and associated mediations and meeting notesReviews slope stabilization and erosion hazard mitigation projects and initiativesPrepares technical papers and presentations to promote TRCA and the importance of geotechnical hazard mitigationLeads a team of staff and ensures that team members understand expectations; communicates schedule, tasks and discusses priorities of itemsSupports onboarding and provides on the job training and support as needed for individuals; also identifies any gaps in or potential improvement areas for training, development, process, resources, or procedures
What will you need to succeed Education (degree/diploma/certifications/licenses) University degree in Civil (Geotechnical)
Engineering or related fieldLicensed Professional Engineer with Qualified Engineers OntarioValid Ontario Class G2 driver's license
Experience 5+ years of experience working as a geotechnical engineering professional2+ years of progressive managerial, supervisory or project management experience
Knowledge/Skill/Ability - Competencies Demonstrated capacity to manage multiple files concurrentlyKnowledge of policies, standards, guidelines, procedures, and practices relevant to the slope stability and erosion hazard assessment for land developmentKnowledge of geotechnical engineering testing and analytical methodologiesInfluential communicator able to facilitate discussions between parties with different perspectives of competing interests and resolve conflicts, while defending geotechnical engineering advice and decisionsAbility to present technical information and evidence to technical and nontechnical audiencesGood interpersonal skills and ability to work as a team member to coach staff and work with stakeholders (internally and externally) and negotiate project variance/timelines; ability to deal tactfully and courteously with stakeholders, public officialsInfluences decisions by presenting technical information and evidence in an appealing and easy to understand mannerUnderstanding of standard geotechnical software for slope stability modelling (SLOPE/W, SLIDE)Experience with dam/dike embankment safety reviews.Proficiency in MS Office suite including online software such as MS teams, WebEx, and SharePointAbility to prepare consultant terms of reference and procurement documents
