Project Overview
The Community Services I⁢ cluster (CSC) of the Ontario Public Service serves the Colleges and Universities, Education, Municipal Affairs and Housing, and Tourism, Culture and Sport Ministries. Data Product Services provides data collection and analytic services. The Data Engineering Unit works on Data analytics, Data Warehouse and Business Intelligence initiatives, including Ontario School Information System (OnSIS), Ontario Education Number (OEN) and Ontario Education Data Warehouse (OEDW). The Child Care and Early Years OEN Extension project implements an extension of the OEN to the child care sector by leveraging ServiceOntario's 5 in 1 newborn bundle and in-person/contact centre services as pathways.
Key Responsibilities
Provides a comprehensive range of I⁢ business analysis services for clients with diverse business and technological needs.
Interacts with the business stakeholders and subject matter experts in order to understand their requirements through gathering, documenting, and analyzing business needs and requirements.
Prepares and advises on business analysis policies, processes, best practices and standards to promote a comprehensive and consistent business analysis practice within the organization.
Leads and conducts business analysis in order to assess client’s business problems/opportunities and documents the business requirements in such a way that I⁢ solutions can be determined.
Applies re-engineering concepts to promote business improvements through alternative and cost effective service delivery approaches.
Leads and conducts business analysis at varying levels of detail appropriate to the project and phases of project, aligning with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies.
Develops strategies, prepares business cases and cost-benefit analysis, and conducts feasibility studies for business I⁢ initiatives.
Develops sound processes for requirements gathering including but not limited to JAD sessions, interviews, mockups, etc.
Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects.
Monitors progress, resolves problems and reports regularly to I⁢ management and stakeholders.
Develops performance measures and traceability matrices for business analysis evaluation and conducts follow-up.
Qualifications & Requirements
REQUIRED Must be able to work 5 days onsite per week in Toronto
Experience to feed work to the team and dedicated to looking ahead at upcoming work and grooming requirements so that they’re well-understood, documented, and ready to go
Experience with Agile project methodology
Experience assembling requirements into coherent user stories
Experience in managing the Product Backlog Items, refining them and communicate changes to project manager/Team Lead
Requirements documentation experience in the format of concise and clear user stories
Knowledge of design, develop, test and implement systems solutions, and evaluate software/ hardware
Proficiency in SQL database querying
Hands-on experience with creating and managing user stories using Azure DevOps
Establish effective working relationships with I⁢ management, clients, internal and external partners/ stakeholders and project staff
Communication skills to discuss client requirements
To discuss of systems development options and technical processes among project team
Prior experience with API integration and technical requirement definition
NICE TO HAVE Experience in the use of information retrieval packages
Knowledge and understanding of Information Management principles, concepts, policies and practices
Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutions
Experience with a wide range of methods, tools and techniques for business analysis such as: business functional modelling, business event modelling, business process mapping
Experience in structured, object oriented and agile methodologies for user requirements
Experience developing performance measures for business analysis evaluation and subsequent follow-up
Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards

Experience establishing the backlog as a source of truth from which the team can deliver
Meets with the Product Owner to understand the team’s work
Story writer experience, make sure the myriad pieces of information that are discussed during a team standup are included in the stories; details, decisions, and dependencies, are documented in the in the right user story.
Explain and present very complex technical analyses, options, proposals, reports and recommendations to clients
Analytical and problem-solving skills to assess clients' business priorities and needs; to evaluate business and technical design alternatives
Experience with user testing; working with UI/UX designer and business analyst to plan user testing sessions including screening and recruiting, facilitate user testing sessions, document and present research findings
Technical Skills - 35%
Working knowledge of business system technologies to provide technical expertise and advice
Knowledge of design, develop, test and implement systems solutions, and evaluate software/ hardware
Proficiency in SQL database querying
Knowledge in API design, integration and technical requirement definition
Hands-on experience with creating and managing user stories using Azure DevOps
Experience using AI tools on business requirements documentation and analysis
Communication Skills - 15%
Solid communication, consultation and interpersonal skills to determine client needs
