The purpose of this position is the overall provincial leadership and management of the AccessAbility Supports Program within the Social Programs Division. This program provides a range of disability and financial specific supports to eligible persons experiencing disability on Prince Edward Island. The goal of the program is to enhance social inclusion and economic participation in achieving full citizenship of clients. This position reports to the Director of Social Programs. The Manager is responsible for the planning, oversight and evaluation of provincial operations in delivering this program. This will include human, financial, and program management. This position will foster a positive work setting and culture that enables staff to engage clients in self-identified goals and outcomes.

Duties will include but are not limited to:

Provides leadership, direction, management and advice to the supervisors within the provincial AccessAbility Supports program;

Develops, coordinates, monitors and evaluates efficient and effective services for clients and their families of the AccessAbility Supports Program;

Collaboratively,



with the Provincial Clinical Supports Manager, provides leadership and direction on issues related to AccessAbility Support program;

Ensures program delivery is standardized across the province and is in alignment with the Department’s vision and strategic plan, as well as the Division’s annual management plan;

Collaboratively, with the Manager of Residential and Employment Services, provides leadership and advice related to residential needs for clients of the program;

Promotes and manages a culture of continuous quality improvement that involves input from supervisors, staff, clients, partners and other programs within the Division;

Collaboratively, with the Manager of Social Supports, provides leadership and advice related to targeted basic income and employment needs for clients of the program;

Responsible as Co-Chair on the AccessAbility Advisory Council to advise the Minister on broad disability issues;

Budget responsibility for the AccessAbility program, including preparation of annual budgets, monitoring, forecasting, and adjusting during the budget year;

Ensures appropriate, accountable, and ‘in-line with policy’/regulation spending of public dollars;

Reviews and directs when files should be recommended for criminal investigation;

Identify, determine and ensure the provision of appropriate recruitment, orientation, supervision,



and training and development programs for staff and student placements;

Create a positive teamwork environment and maximize staff motivation and engagement through support, clear communication, opportunities, challenges and education of staff;

Conduct performance appraisals and performance management for AccessAbility Support staff;

Monitors occupational health and safety, overtime, sick time, WCB claims, etc.;

Any other duties as required.

Minimum Qualifications:

Minimum of undergraduate degree in Social Sciences or related field, Master’s degree is considered an asset.

Extensive related experience including program, human resource, and financial management.

Extensive supervisory experience.

Demonstrated equivalencies will be considered.

Experience in Social Programs is considered an asset.

Must have knowledge of AccessAbility Supports Program, including policies and procedures.

Strong leadership, communication both written and verbal, team building, problem-solving, and organizational skills.

Must have the ability to work with a high degree of independence while also functioning as part of a provincial team.

A good previous work and attendance record and an acceptable criminal record check and vulnerable sector check.
