Salary or Pay Band: Pay Band 8, $42.412 to $49.295 (5 step range)
GENERAL ACCOUNTABILITY: Reporting to the Provincial Manager, Application Services, Application Analysts are client-focused programmers/analysts responsible for: developing an understanding of business enterprise requirements and workflows, standards and nomenclature; business analysis (or working with the business analyst); assessing, designing and modifying software applications; modifying vendor software, documenting business rules; providing training of other analysts and business unit staff; providing ongoing technical management of specified applications; and, providing support to project teams or other applications analysts.
QUALIFICATIONS: Education: Bachelor’s degree in computer science, business administration, or engineering plus 2 years directlyrelated experience or a diploma in computer technology or engineering plus 5 years directly relatedexperience.
Certification in various operating systems/software applications as required.
Experience: Experience in an application analyst role in a highly integrated IT workplace.
HL7 experience preferred.
Preferred experience with Microsoft's application development ecosystem including Power Platform (Power Apps, Power Automate, Dataverse), Power BI, Azure DevOps, Git source control, CI/CD pipelines, and YAML-based automation for enterprise application delivery.
Skills:
Ability to manage multiple applications and/or assignments concurrently while maintaining high levels of quality and effectiveness.
Ability to work as part of a team including those led by a project manager or peers.
Ability to work effectively within application/business enterprise architectural and Data Base management guidelines.
Human relations skills are required to interact with a variety of individuals internal and external to the Agency
Ability to provide leadership to others involved in the development of specific applications, where full project management methodology is not required.
Ability to quickly develop an understanding of current SCA business enterprise applications, SCA security policy and applications, Health privacy legislation (HIPA).
Judgment and problem solving ability is required to identify and analyze technological issues and develop appropriate IM solutions to complex business problems.
Communication skills are required to develop and present complex information including written documentation and verbal presentations to audiences with varying levels of comprehension ability.
Demonstrated analytical skill and ability to assess, develop, configure, code, test, document, implement and maintain business enterprise applications.
Knowledge of and ability to research industry best practices and software solutions.
Intermediate to advanced ASP.NET/C# programming skills
Knowledge of different operating systems in SCA (Windows/UNIX/Citrix).
Understanding of statistics, data warehousing and data cleansing and ability to write SQL-based (or other language-based) queries and generate reports, ensuring patient privacy.
Understanding of PL/SQL tools, TOAD, Microsoft SQL Server Reporting Services, SAS, Oracle, etc.
Work with the System Integration Analyst to achieve interoperability of, applications and systems within SCA guidelines.
