Responsible for the administration of the accounting duties related to the billing and collecting of property taxes in accordance with provincial legislation and regulations as well as the Municipality’s policies and programs. Provides clerical and reception support for the finance department.

General Duties and Responsibilities

Prepare property tax billings (interim and final) including local improvements and special charges. Assist Deputy Treasurer with tax calculation/data entries for tax billing and tax rates. Calculate, prepare Excel spreadsheet and issue supplementals & omitted billing and tax write-offs.

Fill out the Municipal Property Assessment Corporation (MPAC) forms such as 357, reconsideration forms, or other forms such as seniors tax rebate form, etc.

Prepare and balance various reports for the Treasurer/Deputy-Treasurer. Calculate Penalty/Interest monthly. Prepare and enter tax adjustments. Responsible for billing municipal drain expenses to landowners, prepare county and school board requisitions and tax certificates.

Administer the municipal tax collection function, ensuring collection of interest and penalties and assists the Treasurer in diligently following tax sale procedures as prescribed in the Municipal Act or its regulations.

Responsible for maintaining the Assessment Roll and processing all changes to the Tax Roll; maintain/update all property accounts electronically and hard copy. Includes but not limited to ownership changes, address changes, etc.

Prepare and email mortgage letters and tax listings to financial institutions. Process Mortgage deposits received from electronic fund transfers.

Manage the pre-authorized payment program for municipal taxes.

Review building permits and ensure all assessment and other charges are captured in a timely fashion.

Reconcile taxes sub-ledger to general ledger on monthly basis.





Answer landowner’s tax related inquiries at the counter, by phone or by email promptly and professionally.

Prepare postdated deposits and corresponding reports. Verify and process cheque deposits from Customer Service and Finance Department Assistant with TellerScan directly to Scotiabank.

Perform clerical and administrative duties for the finance department. Duties include, but are not restricted to, composing and typing routine correspondence, reports, memos, photocopying and distribution of material, preparing and verifying invoices.

As required, fill in for the other clerical positions in the finance department for lunch, breaks, vacation, sick days, etc.

During an emergency, declared or otherwise, staffing requirements can be critical. The employee will be available to work irregular hours performing normal tasks or others, as assigned.

Ensure that own work is performed in a safe manner according to health and safety guidelines and procedures.

Perform other administrative duties as required.

Strong interpersonal communication and public relations skills.

Ability to work effectively in a team environment.

Must be fluently bilingual.

A sound working knowledge Microsoft Office Suite and accounting computer software.

Experience in municipal government would be an asset.

High degree of integrity due to exposure to confidential and sensitive information.

Ability to adapt, multi-task, be flexible and willing to learn.

Must provide a satisfactory current Police Criminal Record Check as a condition of employment.

Required Education and Experience

College certificate in office administration or accounting or a combination of education and work experience.

Completion or willingness to obtain Municipal Tax Administration Program through Ontario Municipal Tax and Revenue Association (OMTRA) or equivalent.

Two (2) or more years of experience in an accounting setting.
