Posting No. 69-2026 (Temporary Full time – 5-year term) DEPARTMENT: PUBLIC WORKS GENERAL RESPONSIBILITIES:

To be responsible forcoordinatingthe design and implementation of municipal infrastructure projects including water supply and distribution, sanitary sewer collection and treatment, storm sewers and roads.

To administer and manage municipal infrastructure projects, and ensure long-term infrastructure needs are identified, evaluated and planned for.

To prepare analytical reports and cost estimates for road works, water, drainage and sewage projects.

To develop creative solutions to meet requirements of environmental protection, public accountability, project performance, quality and cost control, and scheduling.

To approve engineering and servicing construction drawings associated with subdivision and development applicationsfor current and future City infrastructurewith consultation with appropriate professionals and City staff as required.

Reviewand recommendapproval ofutility drawings and applications for works on Cityrights-of-way.

To hire, plan, direct, coordinate, administer and supervise the day-to-day activities of staff working directly under their jurisdiction, and to take or recommend disciplinary and other employment actions in accordance with applicable legislation, collective agreements, municipal policies, and delegated authority.To ensure that employees undertheirjurisdiction are delegated adequate authority to carry out their responsibilities, but that appropriate limitations on their authority are clearly understood.

To ensure that performance evaluation reports on all staff undertheirjurisdiction are undertaken on an annual basis.

To make recommendations regarding staff training,



attendance at seminars, conferences, etc.

o act as the designated management supervisor for Step 1 of the grievance procedure for employees under their jurisdiction, in accordance with Article 20 of the Collective Agreement.To assist in the preparation of the annual capital and operating budget for the Engineering Services Department.

To approve financial and operating transactionsfor the Engineering Services Department within delegated authority and applicable municipal policies.

Tocommunicate withthe public, contractors, developers, City staff and Council, as required, for the purposes of answering inquiries and discussing complaints with respect to matters coming withintheirjurisdiction.

To recommend to the Director ofEngineering andPublic Works, bylaws, policies and procedures required to regulate the operation of the Engineering Services Department.

To prepare reports and maintain such records and information as may be necessary to perform this function.

To carry out additional related tasks and functions, as assigned by the Director ofEngineering andPublic Works, or theCity Manager.

MINIMUM QUALIFICATIONS:

Atwo-yeardiploma in Civil Engineering Technology from a recognized institution.

Registration as an A.Sc.T with the Applied Science Technologists and Technicians of BC.

Minimum fiveyearsof progressively responsible related experience.





Demonstrates resourcefulness and strong initiative to collaborate across disciplines and organizational teams. Ability to act as a resource to staff and provide sound and practical guidance for unusual or problem situations.

Proven contract administration and project management skills. Demonstrated ability to organize and prioritize a complex series of project components to meet multipletime-baseddeliverables requiring a high level of detail and accuracy. Ability to resolve problems within established guidelines and procedures; ability to use judgment to determine which methods are applicable in any given situation.

Experience with budget preparation and management.

Sound analytical thinking, planning, prioritization, and execution skills.

Working knowledge of CAD drafting software and the ability to interpret engineering drawings.

Management and leadership experience with experience in a unionized environment.

Project Management Professional (PMP) certification or a related project management designation is an asset.

Membership or eligibility for immediate membership as a registeredProfessionalEngineer (P.Eng) with the Engineers and Geoscientists of British Columbia (EGBC) is an asset.

JOB SPECIFIC TESTING MAY FORM PART OF THE INTERVIEW/SELECTION PROCESS

RATE OF PAY: $120,964.74 to $134,405.44/annum (range)

HOURS OF WORK: 35 hours/week
