The Manager, Engineering is responsible forproviding senior technical expertise in the planning, design, construction andasset management of the port authority’s facilities and infrastructure assets,as well as managing engineering aspects of container and cruise terminals,pavements, roads, overpasses, utilities and structural engineering issues

What success looks like

Manage ongoingengineering operational activities including analysis, planning,budgeting, authorization, tendering, implementation and monitoring ofconstruction and asset management works.

Participate in portdevelopment and facility planning by providing senior engineeringexpertise, contributing to technical workshops and cross-functional teams,reviewing PER permit applications, supervising multi-discipline consultingteams, preparing reports and recommendations, conducting and reviewingstudies and cost estimates, and liaising with other VFPA departments,stakeholders and agencies.

Effectively manageconsultants and contractors to ensure that corporate and departmentalobjectives and priorities are met.

Prepare and reviewwork scope documents, budgets, schedules, proposal requests. Prepareand review tender documents, including plans, specifications and pertinentdocuments. Review proposals and tenders, negotiate contracts andprepare reports and submissions.

Supervise andadminister contracts for asset inspections, design and construction ofcapital and asset management projects and ensure timely, on budgetcompletion of projects. Coordinate all aspects of the work includingenvironmental, technical design, construction, administration, schedulingand outside agencies.

Participate in thedevelopment of departmental plans and be responsible for the developmentand implementation of activities and programs designed to meet theintention of specific strategic priorities.

Participate as amember of various management and inter-departmental teams in the planning,implementation and management of business initiatives.





Promote the VFPA’shealth and safety program by demonstrating health and safety leadershipthrough actions, participation in health and safety initiatives andregular safety conversations with employees.

Plan, implement andreview departmental staffing requirements for areas of responsibility,including the determination of clear position descriptions,accountabilities and reporting arrangements to optimize service deliveryto all stakeholders.

Managesubordinates, ensuring that team and individuals are motivated, havedefined position descriptions and reporting arrangements, theirperformance goals are explicit and actively managed and development needs aredefined and addressed.

Represent VFPA innegotiations, at conferences and conventions, and in the media asrequired, ensuring transparent communication of the business strategy and keymessages, and the presentation of a positive and professional image of thebusiness.

Liaise with HumanResources to ensure the effective selection, training and performancemanagement of staff.

Participate in theplanning and the review of departmental operating costs, particularly withregard to staffing requirements, overheads, consultancy services, plannedbusiness programs and service provision.

Articulate and livethe VFPA culture and values, set an example by modelling the requiredbehaviours and hold others (staff and peers) accountable for their actionsby identifying and acting on behaviour which is inconsistent with agreedstandards and values.

Provide an activeand positive leadership example within the wider Port community, clearlycommunicating VFPA’s strategy and key elements of VFPA’s business plan,ensuring VFPA’s ability to deliver improvements through influence as wellas direct control.

Participate oncross-functional teams and perform other assigned duties as required.

What you bring:

Appropriateuniversity degree in engineering or applied science with a minimum of 5years of related experience at a management level, or an acceptablecombination of education and experience.

Must have strongtechnical expertise in the areas of planning, engineering and constructionas it relates to port and infrastructure projects.

Ports and marinedesign, construction and project management experience would be anasset.

Must be a member(or eligible to become a member) of Engineers & Geoscientists BritishColumbia.

Must have excellentleadership qualities and management skills.

Must possessexcellent negotiation, communication and public speaking skills toeffectively interface with all contacts including all levels of business,government and the public to represent VFPA as a dynamic organizationprepared to seize opportunities for VFPA as a world-class port.

Must be able topresent technical information at public meetings and also in writing totechnical working groups.

Must have a strongcustomer service orientation while managing a breadth ofresponsibilities.

Must alsodemonstrate effective decision-making, planning and initiative, whilefostering the development of all of these competencies in VFPA’s emergingleaders.
