Job Description
Insight Global is seeking a Project Estimator to support in the planning and execution of high-voltage transmission projects across Alberta.

This individual will play a key role in developing cost estimates for transmission infrastructure projects, supporting capital planning activities, and working closely with engineering, construction, and project management teams to ensure accurate forecasting and cost control.

This a 12 month contract with a hybrid work schedule.

Key Responsibilities
- Develop conceptual, preliminary, and detailed cost estimates for transmission and substation projects.
- Prepare estimates for overhead transmission lines, underground cable systems, substation upgrades, asset replacements, and capital improvement programs.

Review engineering drawings, technical specifications, standards, and scopes of work to support estimate development.
- Perform detailed quantity take-offs and determine labor, equipment, and material requirements.
- Apply standardized estimating methodologies, historical cost data, and utility-specific unit rates.

Identify key estimating assumptions, risks, uncertainties, escalation factors, and contingency requirements.
- Collaborate with Engineering, Construction, and Project Management teams to assess constructability, sequencing, and execution strategies.
- Support capital budget development, business case preparation, and regulatory submissions.
- Evaluate contractor estimates, bid submissions, and change order requests for completeness and cost reasonableness.
- Develop and maintain Basis of Estimate documentation, including assumptions, exclusions,



inclusions, and project risks.
- Maintain estimating databases, cost models, benchmark data, and estimating records.
- Participate in project reviews and lessons learned sessions to improve estimating accuracy and forecasting methodologies.
- Support project controls activities, scheduling updates, and cost reporting as needed.

Skills and Requirements
• Diploma or Degree in Engineering, Engineering Technology, Construction Management, Quantity Surveying, or a related discipline.
• 5+ years of project estimating experience within:
○ Electric utilities
○ Transmission and distribution
○ Power generation
○ Heavy industrial construction
○ Large-scale infrastructure projects
• Experience developing Class 5 through Class 1 estimates.
• Strong understanding of estimating principles, quantity take-offs, cost modeling, and project controls.
• Ability to interpret engineering drawings, specifications, and construction packages.
• Experience supporting multidisciplinary capital projects through planning and execution phases.
• Strong analytical, communication, and stakeholder management skills.
• Valid Class 5 Driver's License and willingness to conduct occasional site visits. • Experience estimating high-voltage transmission line and substation projects.
• Experience within a regulated utility environment.
• Knowledge of Alberta Utilities Commission (AUC) capital governance processes and utility capital planning frameworks.
• Qualified designation such as:
○ P.

Eng.
○ C.E.T.
○ PMP
• Experience reviewing contractor bids, EPC proposals, and change management processes.
• Familiarity with estimating and project controls software platforms.
