Job Status: Contract Position
Estimated Probable Duration: Eighteen (18) Months

Range of Pay: Group 11 - $3,293.50 to $3,877.30 bi-weekly (subject to review*)

The start date will follow the selection process.

This position is eligible for hybrid work. Hybrid work arrangements are operational and incumbent based. The successful candidate will be required to work on-site at a City of Greater Sudbury location a minimum of three days per week and must be able to report to a City of Greater Sudbury work location within two hours when required.

Main Function
Reporting to the Manager of Patron Experience, this position is responsible to provide strategic and operational coordination for the Main Library in alignment with the Greater Sudbury Public Library’s (GSPL) patron experience goals and annual work plan for the section.

Objectives
1. Provide leadership and coordination for Main Library operations, services, and projects to support priorities, enhance patron experiences, and contribute to the achievement of GSPL’s strategic goals.
2. Lead the planning and implementation of initiatives related to the New Central Library project through effective project management, stakeholder engagement, and communication.
3. Provide effective day-to-day supervision to ensure smooth operations, timely and accurate work completion, and consistent service standards, while fostering employee engagement and supporting performance, development, and well-being through clear direction, feedback, and a respectful work environment.

Duties
1. Oversee the development and delivery of excellent customer service methods for the Main Library to ensure high quality patron experience.
2. Supervise section personnel and participate fully in human resource management activities such as hiring, training, performance evaluation, discipline, and recommending discharge in accordance with applicable policy and collective bargaining agreements.
3. Ensure Main Library service levels are consistently met through effective staff scheduling and day-to-day supervision.
4. Investigate, develop, and recommend alternative work methods and changes in job functions/processes.
5. Sponsor and/or manage GSPL organizational projects by developing, coordinating, and implementing project management tools and best practices in alignment with GSPL’s Long-Term Plan, Strategic Plan, and Annual Operational Plan.
6. Contribute to GSPL’s continuous improvement through the identification and implementation of GSPL organizational policies, procedures, and practices.
7. Build and maintain positive relationships with stakeholder groups, including library staff, library users, City of Greater Sudbury (City) partners, and community groups.
8. Lead and participate in committees and working groups related to the Main Library.
9. Contribute to the ongoing development of the New Central Library project, acting as project manager on sub-project components including facility design, staffing and service delivery model, opening day planning, and Main Library decommissioning.
10. Prepare communications for internal stakeholders, including library staff, on the status of the New Main Library.
11. Assist with the preparation of community engagement events (e.g., programs,



special events, public open houses, media events).
12. Assist with the preparation of reports related to the New Main Library for the Library Board and internal/external stakeholders.
13. Liaise with the City business partners including the Cultural Hub Project team.
14. Liaise with contractors, as required, to ensure needs of library staff and users are being met.
15. Provide input into the New Central Library functional plan through meaningful community and staff engagement.
16. Assemble and lead working groups and technical teams to identify staff needs for the Main Library.
17. Implement communication tactics such as print publications, social media tools, web content, events, speech writing, key messages, briefing notes, presentation materials, media relations, and advertising.
18. Act as the Main Library’s representative where applicable.
19. Oversee communication initiatives specifically related to the New Main Library, in conjunction with the Communications and Community Engagement section.
20. Perform on-call duties, responding to operational needs or supervisory responsibilities related to GSPL facilities (e.g., responding to alarms, break-ins, emergencies).
21. Act as management’s representative in the grievance procedure in accordance with the respective collective bargaining agreement.
22. May be required to work outside of normal or core business hours to coordinate library activities or events.
23. Develop and maintain a thorough working knowledge of the City’s Health and Safety policies and the applicable provincial legislation listed therein.
24. Perform other related duties as required.

Qualifications

Education and Training:

- Master’s degree in Library and Information Science from a recognized university with Canadian accreditation.
- Additional education initiatives to update and expand competencies.

Experience:

- Minimum of five (5) years of relevant library experience, with a minimum of one (1) year of experience in a supervisory or leadership capacity.

Or

Education and Training:

- Undergraduate degree in a relevant field (e.g., public administration, business, etc.) from a recognized degree-granting institution with Canadian accreditation.
- Additional education initiatives to update and expand competencies.

Experience:

- Minimum of seven (7) years of library related experience, with a minimum of two (2) years experience in a supervisory or leadership capacity.

Knowledge Of:

- Applicable legislation and related regulations.
- Best practices within areas of responsibility, including change management, risk management, and conflict resolution.
- Relevant technologies including library management systems, digital communication platforms, and makerspace tools.
- Community needs for library and municipal services.
- Effective communication tools including board reports, presentations, and briefing notes.
- Best practices in project management including the use of project charters, schedules, status reports, and project management software.

- Consistently deliver and demonstrate excellent customer service.
- Manage the financial, human, and physical resources of the section in a collaborative manner.

- Demonstrate reliability, professionalism, and accountability in meeting job responsibilities.

Language:

- Excellent use of English; verbally and in writing.
- French verbal skills highly desirable; written skills an asset.

Other Requirements:

- Provide, at own cost, a Criminal Reference Check.
- Must be physically capable of operating a vehicle safely, possess a valid Class G driver’s license, and have an acceptable driving record.

Development opportunity range of pay: $3,000.20 to $3,530.10 bi-weekly (subject to review*). The successful candidate will be paid at the reduced range until the minimum qualifications have been met.
