Demonstrated experience managing large, complex IT projects across the full lifecycle (planning to closeout)

Solid experience with project planning, charters, schedules, and approvals

Proven ability to manage project budgets, including forecasting, tracking, and fiscal accountability

Demonstrated risk and issue management, including mitigation strategies

Experience managing multiple concurrent projects using standard project management methodologies (PMI)

Strong stakeholder management and executive-level reporting experience

Demonstrated experience working in public safety or 24x7 critical environments

Description Description

Develop project plans, work packages, obtain approvals

Create and manage the assigned work package within the overall project plan, including all components, documents and reports.

Manage expectations of senior executives and other stakeholders

Participate in steering committee and stakeholder forums

Provide project, and/or portfolio reporting to multi-stakeholders at senior executive levels.

Manage stakeholders' interests and expectations throughout the life cycle of the project

Proactively identify risks and issues pertaining to the assigned work package, report them to the overall Project Champions and the Portfolio Team. Identify and mitigate strategies and responses to the issues and risks.

Work with vendors to successfully negotiate and deliver mutually beneficial multi-year contracts for ongoing warranty, maintenance and support of the technology such as the Computer Aided Dispatch application

Ensure the development and delivery of business cases where applicable (ie management board submissions) to seek approval for long term support & maintenance contracts with Ministry vendors.

Work with Ministry (or assigned) Legal and Procurement entities within the OPS to ensure Ministry processes are adhered to, and Ministry interests are incorporated while establishing the contract.

Coordinate project plans with Public Safety Operations

Ensure project implementation plans have no adverse impact to public safety operations.

Financial management of project

Ensure a high level of fiscal control and accountability for project budget. Forecast changes to the budget and communicates planned vs. actual budget as the project progresses

Manage multiple concurrent projects to OPS I & IT Standards

Creating detailed business analysis documents

Outlining problems, opportunities, and solutions for a business

Develop, manage and execute project charters, integrated project plans,



schedules and communication plans, including obtaining approvals

Budgeting and forecasting

Issue and Risk Management and Mitigation

NOTE

Travel: The resource will be required to travel to multiple dispatch centres/CACCs across the province to provide project support and to coordinate and remediate telephony and radio equipment in order to implement the PSRN solution. Expenditures/reimbursements for travel will be in accordance with the Travel, Meal and Hospitality Expenses Directive.

Assignment Type: This position is listed as Onsite; the resource is expected to work 7.25 hours per calendar day between the standard working hours of 8:00-5:00 PM (excluding lunch breaks) every Monday to Friday inclusive at the identified OPS office location.

Extensions are permitted only to the extent of unused contract days and/or remaining contract funds. No additional funds will be added beyond the maximum contract value, including any extension options set out in the original SOW.

HSC may exercise its option to extend the SOW beyond October 5, 2027, provided that the Master Service Agreement is extended. Any such extension shall be on the same terms, conditions, and covenants as those contained in the SOW.

Experience and Skill Set Requirements

Project Management and Coordination Skills - 30%

10+ years of experience with Program/ Project Management

Working knowledge of industry standard such as Project Management Institute (PMI)

Demonstrated management experience in Project Management methodologies, producing documentation, collaterals, and artefacts

Demonstrated experience with project and software development lifecycle (SDLC).

Demonstrated IT project management experience managing all phases (concept, definition, planning, implementation, and closeout) of large scale, complex IT projects.

Effectively manages large project budgets and ensures a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals.

Demonstrated experience with Enterprise Content Management

Demonstrated experience leading the gathering and developing the requirements for project charters, and integrated project plans





Demonstrated leadership experience identifying and evaluating specific issues or risks, providing options analysis and recommending action plans to mitigate the risks

Demonstrated experience with project management tools: MS Project, Clarity/Planview or equivalents for standard status reporting

Technical Skills - 35%

Demonstrated experience with Public Safety Answering Point Telecommunication equipment systems such as Communication Console System (CCS), Trunked Radio System and Conventional Communication Solution, and its backup solutions

Demonstrated experience with planning and implementing voice communication services and replacing voice communication systems in Public Safety environment

Demonstrated experience with implementing and replacing voice logging system

Demonstrated experience with back end technology of radio and paging systems

Demonstrated experience leading a project from market scanning, procurement, planning, implementation to completion.

Experience with PSRN

Analytic and Communication Skills - 20%

Demonstrated experience working with a large project team

Demonstrated experience preparing and distributing project updates, progress reports to project stakeholder while managing expectations pertaining to scope and timeline constraints

Demonstrated experience identifying and acquiring a mix of skilled technical resources necessary to complete project assignments/deliverables; including clarifying roles and responsibilities

Demonstrated experience communicating across many functional areas to actively engage project stakeholders and manage client expectations with diverse interests, technical and non-technical backgrounds using the appropriate level of political acuity and messaging for the audience.

Written communication skills to prepare authoritative recommendations, proposals and reports; such as Briefing Notes and executive presentations A team player with a track record for meeting deadlines

Strong discipline in resolving resourcing and inter-personal conflicts, ensures knowledge is shared among team members to achieve project objectives Demonstrated experience leading presentations for senior management, stakeholders and teams

Demonstrated experience to act independently and make decisions that achieve optimal results with minimal supervision

Industry Experience - 15%

Experience with the land ambulance sector and its stakeholder would be an asset

Experience managing projects related to 24x7 critical environments and operations
