Hiring Range: $105,754.00 – $118,974.00 per annum (plus comprehensive benefits, where applicable)
Work Mode: Hybrid
Location: 10 Peel Centre Dr., Brampton, ON
Hours of Work: 35 hours per week

The Seniors Services division within Health Services is committed to supporting residents to age with dignity, independence, and connection. Through innovative community supports, long-term care partnerships, and integrated service delivery, we strive to create a seamless continuum of care that responds to the evolving needs of older adults across Peel Region.
What You'll Do:
We are seeking a strategic and forward-thinking Advisor who will help lead transformational initiatives that improve how Seniors Services programs are designed, delivered, and integrated.
In this role, you will translate strategy into action by advancing service innovation, modernization efforts, and integrated models of care that enhance outcomes for older adults and their caregivers.
Key Highlights Include:
- Strategic Leadership and Innovation: Lead and support initiatives that advance integrated service delivery models, operational excellence, digital modernization, and future-state planning across Seniors Services.
- Future-Focused Service Transformation: Support the design, piloting, evaluation, and scaling of innovative service models, including digital and technology-enabled approaches that enhance the client experience.
- Integrated Service Design: Provide expert advice on service design, workflow redesign, operational improvements, and implementation approaches that strengthen how services are delivered and connected.
- Research and Evidence-Based Planning: Conduct environmental scans, research emerging trends and best practices, and synthesize evidence to inform recommendations, business cases, and strategic planning.
- Implementation and Change Leadership: Manage the planning, coordination, and implementation of complex initiatives while supporting stakeholder engagement, change readiness, and adoption.
- Performance Measurement and Evaluation: Develop evaluation frameworks, monitor outcomes, and provide actionable insights that support continuous improvement and informed decision-making.
- Collaboration and Partner Relationship Management: Build and maintain productive relationships with internal teams, health system partners, community organizations, and other interest holders to advance shared goals.

- Undergraduate degree in health sciences, health administration, public policy, business, or a related field.
- Master's degree in a related discipline is preferred.
- Minimum of 5 years of experience in initiative leadership, service design, implementation planning, organizational improvement, or related advisory roles.
- Combination of education and experience may be considered.
- Experience working within a provincial or municipal government environment with an understanding of political and administrative structures, decision-making processes, and organizational culture.
- Experience in seniors services, integrated care, health system planning, community support services, long-term care, or a related environment is considered an asset.
Skills/Abilities:
- Demonstrated ability to think conceptually and strategically, translating complex challenges into practical, integrated solutions that support strategic and operational initiatives.
- Effective analytical and problem-solving skills with the ability to synthesize evidence, assess risks, and develop recommendations.
- Proven experience leading or supporting organizational improvement, service transformation, or implementation initiatives.
- Demonstrated knowledge of project management principles, methodologies, and tools.
- Demonstrated experience applying change management principles and practices; formal change management training or certification is considered an asset.
- Demonstrated ability to evaluate, integrate, and synthesize information from multiple sources to develop substantive recommendations, inform strategic decision-making, and support significant program or service improvements.
- Ability to facilitate discussions, co-design sessions, and stakeholder engagement activities with diverse audiences.
- Excellent verbal and written communication skills, including well-developed interpersonal, negotiation, facilitation, advisory, and influencing skills, with experience preparing reports, business cases, and presentations for senior leadership.
- Proven ability to build and maintain positive, productive relationships with internal and external partners.
- Experience developing performance measures, monitoring outcomes, and supporting program evaluation.
- Understanding of service design, systems thinking, continuous improvement, or human-centred design approaches.
- Proficiency in Microsoft Office Suite (e.g., Project, Visio, Excel, PowerPoint).
- Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias.
Nice to Have:
- Project Management Professional (PMP) certification.
- PROSCI or other change management certification.
- Lean Six Sigma (Green Belt or higher) certification.
- Experience applying human-centred design, service design, or co-design methodologies.

Work Mode & Job Location:
In this role,
you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.
It's important to note that your off-site work location must be within the province of Ontario. This ensures that we're compliant with all regulations and policies.The Region of Peel offers job based flexible hours of work that allows employees to manage personal and professional responsibilities while at the same time ensures business operational needs and customer service expectations are achieved.
