JOB SUMMARY:

Within the context of a client and family centred model of care, and in accordance with the Mission, Vision, Values and strategic directions of Providence Health Care, the position promotes a safe, respectful, and civil working environment for patients, residents, families, visitors and staff.

The Biomedical Engineering Networked Medical Device Lead is part of a regional, integrated team, which provides a full range of biomedical engineering services in support of the safe, efficient and effective utilization of medical technology with a primary focus on Networked Medical Devices across Fraser Health, Providence Health Care, Provincial Health Services Authority and Vancouver Coastal Health (collectively, the “Organizations”). Responsible for providing advanced technical support throughout the healthcare technology management lifecycle for networked medical devices and systems for all Lower Mainland Biomedical Engineering sites including cybersecurity best practices and integration into electronic health records (EHR) and other systems. Implements, coordinates, documents, maintains and champions cybersecurity best practices for medical devices such as configuration management, end-point security, patch management, and alert & vulnerability management.

Supports integration activities including assessing, procuring and developing solutions to integrate medical devices into EHRs and other systems. Provides on-site and remote support such as troubleshooting, service calls, cybersecurity, education, participating in planning and implementation of networking/integration projects, documentation and coordination of planned upgrades and downtimes, in cooperation with frontline LMBME technologists.

Responsible for providing advanced technical advice, support, education, and consultation to Biomedical Engineering Technologists and to users of networked Clinical & Biomedical Engineering-related Technology and Equipment across the Organizations. Maintains own biomedical competency by performing biomedical technologist duties according to established standards.

QUALIFICATIONS:

Education, Training and Experience

Graduation from a recognized program in Biomedical Engineering Technology plus a minimum of five (5) years recent, related technical experience in the field of Biomedical Engineering (including three (3) years’ recent related experience in planning, designing, implementing and troubleshooting networked solutions for medical devices and systems), or an equivalent combination of education, training and experience.

Preferred completion of CompTIA A+, Network+, and/or Security+ certifications.

Eligibility for certification with the Applied Science Technologists and Technicians of British Columbia as an Applied Science Technologist.

Valid BC Drivers License and access to a vehicle to travel with tools and equipment for work purposes.

Skills and Abilities

Demonstrated ability to troubleshoot computer hardware, software, operating systems and networked medical devices and systems.

- Proficiency in computerized maintenance management system (e.g., TMS) software and databases.
- Familiarity with Information Management/Information Technology Services (IMITS) and Information Security (IS) processes.
- Advanced knowledge of Windows and Linux Operating systems including Active Directory, User and Group Permissions, Command line (PowerShell), Device drivers, Event logs, Group Policy, Remote desktop services, and backup and recovery.
- Demonstrated and comprehensive knowledge of patch management principles (e.g., Windows Updates).
- Demonstrated knowledge of Network protocols, IP addressing, subnets, routing, switching, firewalls and access control lists, VPNs, and network segmentation.
- Dedicated and motivated to continuous learning. The ability and motivation to keep up with the latest networking technologies, security protocols and technologies.

- Carries out troubleshooting and repair activities for currently networked medical devices, focusing on networking and integration issues in cooperation with frontline Lower Mainland Biomedical Engineering (LMBME) technologists.
- Participates in planning and implementation of networking and device integration projects, including cybersecurity needs, in cooperation with frontline LMBME technologists as appropriate.
- Provincially, as part of the BC Federated Biomedical Engineering group (BC BME), and within LMBME coordinates and carries out cybersecurity activities for currently networked medical devices such as alerts and vulnerability management, patch management, and management of secure configuration for medical devices. (e.g., software inventory), working in cooperation with frontline LMBME technologists.
- Educate and support frontline LMBME technologists and clinical users on network-related and cybersecurity issues involving medical devices and systems.
- Documents and maintains complete and accurate records of cybersecurity and integration activities including network and device-related documentation such as Solution Delivery Proposal (SDP), Privacy Impact Assessments (PIA), Security Threat and Risk Assessments (STRA), Network Architecture Diagrams, and other applicable documentation.
- Works cooperatively and establishes working relationships with IMITS and IS related entities. This includes establishing lines of communication, information access, and collaborative workflows.
- Coordinates, leads and monitors the implementation of assigned biomedical engineering projects and ensures successful and coordinated completion of project components by methods such as executing project plan according to project methodologies, facilitating consensus with role holders as needed, overseeing assigned staff and project resources, tracking project progress, monitoring and reporting on the status of projects, and making recommendations regarding project scope changes. Maintains ongoing support for assigned projects from user groups and other role holders and works to remove barriers to successful completion of projects with emphasis on resolving issues and facilitating team-oriented relationships by ensuring effective communication and reporting channels are in place.

advanced technical advice and consultation to LMBME Technologists and to users of medical devices and systems across the Organizations.
- Plans, develops, implements, and evaluates a range of formal/informal educational programs and proposals for staff to meet learning needs, in collaboration with the designated leader and role holders. Coordinates and schedules timely educational activities, identifies outcome indicators, and evaluates and revises programs as needed.
- Supports BME Supervisor or Senior Technologist Lead with coordinating work, facilitating resolutions to work issues, ensuring completion of service documentation, and providing technical assistance. Acts as a mentor and positive role model for staff by using appropriate and effective communication, problem-solving, and conflict-resolution methods.
- Provincially, as part of the BC BME, and within LMBME develops and implements approved policies and procedures, and business management processes associated with the implementation of the project/service. Evaluates outcomes by monitoring policy and business change implementation, seeking feedback from user groups, maintaining communication with concerned parties through to resolution, and making recommendations for future changes. Receives, investigates and resolves issues arising from user group feedback.
- Participates in the selection, evaluation, and installation of medical equipment by interpreting clinical needs, developing technical specifications, identifying vendors, reviewing vendor submissions, evaluating equipment for technical acceptance and safety prior to selection, and making recommendations for purchase. Works in conjunction with the vendor, the clinical area, IMIT/IS and other departments to plan and implement the installation of equipment. Performs incoming safety and performance inspections to ensure conformance with manufacturer’s specifications and other safety standards and regulations. Determines tool, instrumentation and spare part requirements for equipment maintenance and assists clinical areas in ordering accessories and supplies by identifying suitable sources, evaluating products for clinical and cost effectiveness and completing purchase requisitions as required.
- Participates in a variety of risk management and quality improvement activities to enhance and ensure the safety of patients and staff by methods such as responding to incidents involving medical technology and cybersecurity threats, inspecting the technology involved, collecting information and documenting all aspects of the investigation, and providing input into the development and implementation of recommendations to reduce the likelihood of recurrence of such incidents. Identifies hazards and mitigates risk when possible.
- Researches and provides input into the modification, redesign and/or development of biomedical devices and technology in order to improve the quality of patient care or to reduce costs.
- Maintains an understanding of clinical procedures and practices involving medical devices and related technology to ensure the ability to interpret customer needs. Keeps abreast of changing technologies and procedures by participating in professional development activities, reviewing journals and literature, and attending training courses and seminars. Interacts with vendors, manufacturers and regulatory agencies on technology related issues.
- As required, performs a full range of biomedical engineering technologist duties for a wide variety of biomedical and electronic equipment, devices and ancillary products used for patient diagnosis and treatment.
