Position Overview

- The Business Architect will lead the business architecture, enterprise service model, and operating model for an enterprise portal gateway supporting multiple Government of Canada programs and digital services.
- Establish the business vision, capability model, governance framework, service architecture, onboarding approach, and transformation roadmap required to enable multiple programs to deliver services through a common enterprise portal.
- Work with business leaders, program areas, policy groups, product owners, architects, security specialists, accessibility specialists, and delivery teams to define common portal capabilities such as identity management, client registration, application intake, correspondence, document submission, workflow management, notifications, reporting, and service status tracking.
- Support onboarding of services delivered through a variety of technologies including Microsoft platforms, Dynamics 365, Java applications, Oracle solutions, SAP systems, cloud services, and other enterprise applications.
- Develop enterprise business capability maps and target operating models supporting digital service delivery across multiple programs.
- Establish governance frameworks, onboarding models, decision-making processes and service ownership structures for participating programs.
- Support executive briefings, business cases, strategic planning and enterprise modernization initiatives.

Key Tasks and Responsibilities

- Experience with Government of Canada digital-service modernization initiatives.
- Experience with service transformation, digital platforms, and enterprise service delivery models.
- Experience supporting onboarding of services built on Microsoft, Dynamics 365, Java, Oracle, SAP, cloud, and custom platforms.
- Experience with business capability modelling, service design, customer experience transformation, and enterprise governance.
- Experience with product management and enterprise platform operating models.

Skills and Qualifications

Education- Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

- Prosci Change Management Certification
- Certified Scrum Product Owner (CSPO)
- SAFe Agilist
- CBAP
- PMI-PBA

Knowledge- Knowledge of enterprise business architecture, digital-service modernization, governance models, and service delivery within a Government of Canada setting. Abilities / Competencies- Ability to develop strategic business models, align stakeholders around common objectives, and provide enterprise-level advice and recommendations.
