Status: Part-Time (20 hours / week), Term until 31/03/2027

Salary: $24/ hour

Location: Halifax, NS

Program Overview:

The Coordinated Access System (CAS) Team Lead, (CAS) Community Coordinator, and (CAS) Engagement Coordinator are the (CAS) Community Coordination Partnership Team and work in collaboration with the Affordable Housing Association of Nova Scotia (AHANS), as the CAS Lead Agency, and with all community partners involved in the homelessness-serving system across HRM.

The team builds capacity through training, practical support, and strong relationships; helps agencies navigate the realities of entering and updating information in HIFIS and the By-Name Data; and develops strategies that make day-to-day data entry clearer, more consistent, and easier to integrate into frontline work. This includes supporting staff with questions, offering troubleshooting, and reinforcing shared practices across the system.

The Engagement Coordinator is a part-time member of the Coordinated Access System (CAS)



team and supports the ongoing implementation, improvement, and coordination of Coordinated Access across the Halifax Regional Municipality (HRM). Working closely with the Coordinated Access System Team Lead and Community Coordinator, this position will help strengthen relationships with community service providers, support engagement and communication across the homeless-serving sector and contribute to projects that improve how people experiencing homelessness connect with housing and supports. This is a collaborative and community-facing role.

The Engagement

Coordinator will be comfortable building relationships, facilitating conversations, organizing information, supporting meetings and training, and working in a system that continues to evolve based on community feedback and emerging needs.

Essential Duties of Position:

The Community Coordination Partnership Team will work closely with AHANS (as the CAS Lead Agency), Reaching Home, all agencies participating in Coordinated Access, and the HRM CAS Governance Committee (when relevant) to complete the following activities:

- Strengthen day-to-day implementation of Coordinated Access across the community Provide practical, front-facing support to agencies on completing and updating BND referrals, navigating HIFIS, and maintaining client information. Support teams in finding workable strategies to reconnect with clients, improve update practices, and use system tools effectively. Offer guidance and training grounded in the realities of frontline work and identify recommendations to improve BND processes, Matching & Referral, and other CAS components.
- Identify barriers and system pressures affecting CAS processes Recognize situations where local or provincial practices unintentionally circumvent community-approved CAS procedures, and work with partners to address these challenges in a proactive, client-centered way that supports consistency across HRM.
- Support continuous improvement of CAS components Gather feedback, analyze emerging trends, and identify opportunities to strengthen access points, referral pathways, assessments, prioritization, and Matching & Referral processes. Share these insights with AHANS and the Governance Committee to guide system improvements and future implementation work.

The Engagement Coordinator will:

1. Assist with Matching & Referral activities, including meeting preparation, coordination, follow-up, and communication with participating organizations.
2. Support the coordination of community meetings, case conferences, Matching & Referral meetings, and other CAS activities.
3. Support engagement with shelters, housing providers, outreach teams, access points,



and other community organizations participating in Coordinated Access.
4. Build and maintain positive, collaborative relationships with service providers across HRM.

You will receive support, guidance, and encouragement from the YWCA senior leadership, finance, and communications teams. We will work with you on this and support your success.

Other Duties:

- · Advance the vision and mission of the YWCA Halifax.
- · Serving on internal and/or external committees that support the YWCA Halifax’s capacity to provide quality participant support and housing.
- · Other duties as delegated by the Director.

Working Conditions:

- Works in an office environment but duties may take employee to non-standard workplaces.
- Usually works a standard workweek with pre-set hours but may be required to work some evenings and weekends to meet program milestones, deadlines, or deliver services. Schedules and adjustments approved by the Director.

Special Conditions of Employment: Must have completed Red Cross First Aid and CPR training, WHMIS, Criminal Records Check with Vulnerable Sector Search. Travel will be required for this position; therefore, a reliable source of transportation is needed. All electronic equipment must be returned upon completion of employment.

Qualifications and Experience:

- Knowledge of Coordinated Access, the By-Name Data approach, or the homelessness-serving system in HRM as well as experience with HIFIS or other homelessness information management systems are considered a strong asset.
- Experience working in homelessness, housing, outreach, shelter, or housing support services is an asset.
- Experienced in working within the community or social service sector and comfortable engaging with a wide range of service providers and community partners.
- A strong relationship builder who approaches people with respect, curiosity, and collaboration.
- Comfortable working across different organizations and teams, bringing people together around shared goals.
- A clear and thoughtful communicator, both verbally and in writing, who can make complex information easier to understand.
- Comfortable facilitating meetings, presentations, group discussions, and community engagement activities.
- Organized and able to balance multiple priorities, follow up on commitments, and keep projects moving forward.
- Able to work independently, take initiative, and contribute as part of a collaborative team.
- Versatile and adaptable, with the ability to work within a system that is continuously evolving and improving.
- Grounded in equity, trauma-informed practice, and person-centred approaches, with an understanding of how systemic barriers impact people experiencing homelessness.
