Role

Reporting to the Assistant Deputy Minister, Resource Stewardship Division, the Executive Director, Oil Sands Monitoring provides strategic leadership, governance oversight, and operational direction for Alberta's Oil Sands Monitoring (OSM) Program. The position is responsible for administering the Canada-Alberta Memorandum of Understanding Respecting Environmental Monitoring of Oil Sands Development and the associated Operational Framework Agreement, which support a comprehensive environmental monitoring, evaluation, and reporting system for the oil sands region. Funded through the Oil Sands Environmental Monitoring Regulation, the Program manages annual revenues exceeding $50 million and operates through a cooperative governance model involving the Government of Alberta, the Government of Canada, Indigenous communities, industry, regulators, and other partners.

The Executive Director leads the Oil Sands Monitoring Secretariat team and provides strategic direction, coordination, and support to the program's governance committees. Through a team of managers and specialists, the position oversees program planning, financial stewardship, reporting, communications, stakeholder and Indigenous engagement, and performance monitoring,



while ensuring transparent access to environmental monitoring data and information. The role fosters effective partnerships and supports evidence-based decision-making by delivering credible, integrated monitoring and scientific information that advances understanding of the environmental effects of oil sands development and informs policy, regulatory, and resource management decisions.

Qualifications

You are a skilled and highly credible leader with expertise in leading complex, multi-stakeholder environmental science, monitoring, or research programs. You demonstrate strategic leadership, sound governance, and the ability to build strong partnerships with Indigenous communities, industry, and government stakeholders in environments characterized by high public interest and political sensitivity. You possess exceptional communication and relationship-management skills, with the ability to build consensus, navigate complexity, and lead multidisciplinary teams in delivering strategic, evidence-based outcomes.

Your senior leadership experience includes overseeing large-scale environmental monitoring, science, or research initiatives and working collaboratively with diverse partners to advance shared objectives.

A Bachelor of Science degree is preferred, with a Master's or Doctoral degree considered an asset. An equivalent combination of education and experience may be considered.

Salary

$5,896.55 - $7,749.28 bi-weekly ($153,902.57 to $202,256.21 annually)

Notes

Final candidates will be required to undergo a security screening.

Travel required: 10 - 15% as meetings will be held in Edmonton, Calgary and occasional travel required to Fort McMurray, Alberta.
