The Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) regulates the province’s liquor, gaming, cannabis, and horse racing industries. We license liquor sales, service and manufacturing, gaming employees, products and operations; retail cannabis stores; and horse racing. We strive to serve the public through impartial regulation that prioritizes safety and fosters informed choices in these industries.

The LGCA is seeking a highly motivated individual to work within the Gaming Services Department, which is part of the Operations Unit. The Financial Specialist supports compliance of LGCA licensees by reviewing and analyzing financial records, transactions and reports to identify risks, discrepancies or non-compliance with The Liquor, Gaming and Cannabis Control Act, regulations, terms and conditions and policies to promote accountability and compliance.

Candidates who do not meet all essential criteria and qualifications may be considered on an underfill basis at the underfill pay grade. In such cases, the candidate will be appointed at a lower classification and pay grade until the required qualifications are met.

- Full working level pay grade: $71,302 - $86,225 per annum (6XH)
- Underfill pay grade: $67,614 - $81,780 per annum (6XG)

Staff in underfill will perform duties with appropriate supervision and may be eligible for reclassification to the full working level upon demonstration of required competencies, experience, or qualifications, subject to approval and in accordance with the collective agreement. Qualifications The successful candidate must have:
- A degree from a post-secondary institution in business or public administration with a focus on accounting or finance and 3-5 years’ experience in a financial role, preferably involving public sector and regulatory functions. A combination of education and experience may also be considered.
- Excellent communication and interpersonal skills to effectively communicate with staff, clients and stakeholders.
- Attention to detail, impartiality and sound judgment, with demonstrated problem-solving, decision- making and analytical skills.
- Demonstrated political acumen and respect for others to handle sensitive and confidential matters.
- Knowledge and experience interpreting and applying policies,



legislation and regulatory standards and requirements.
- Strong organizational and time management skills with the ability to plan, balance and manage multiple work demands and deadlines.
- Demonstrated ability to work independently as well as in a team setting.
- Strong financial analysis, and strong understanding of audit and accounting practices for reviewing and interpreting financial information and documentation.
- Experience and knowledge interpreting and application of legislation, regulations, terms and conditions, policies and standards to support compliance.
- Proficiency with Microsoft 365, specialized databases and financial systems.

The following qualifications are desired:

- A Certified Fraud Examiner (CFE) designation and experience in compliance and enforcement is an asset.
- Proficiency in French.

Duties:

The Financial Specialist is responsible to provide independent, risk-focused oversight of financial activities conducted under licences administered by the LGCA. The role ensures that charitable gaming, cannabis retail, and other regulated activities are carried out with integrity, transparency, and accountability. The position also provide support for compliance activities across all regulated industries through application of pattern recognition, risk assessment, and continuous improvement principles to evaluate financial information, identify issues and ways to strengthen internal controls and compliance practices in a regulatory environment.

- An eligibility list may be created for similar positions and will remain in effect for 12 months.

- Satisfactory work performance in the preceding 12 months is required.




- A satisfactory criminal record check (verified by fingerprints) is a condition of employment.
- Applicant must have a valid Manitoba’s driver’s licence, access to a vehicle, and provide satisfactory driver’s abstract.
- May be required to work varied hours, including evenings and weekends, including field work which may require varying amounts of travel.
- Applicants must be physically capable of performing the routine manual labour components of the position, which may include but are not limited to occasional lifting of objects weighing 7 to 23 kilograms, walking considerable distances on uneven surfaces, climbing stairs, and exposure to inclement weather conditions.
