Position Summary
Reporting to the Dean, Faculty of Lifelong Learning and Industry Training (LLIT), the Manager, Assessment Centres provides strategic, operational, and financial leadership for Centennial College's Assessment Centres and IELTS Centre operations.
The Manager will lead the planning, implementation, coordination, and evaluation of assessment, advising, and testing services that support applicants, students, external clients, and community partners, ensuring the delivery of high-quality, secure, accessible, and student-centered services while maintaining compliance with institutional policies and external testing requirements.
Serving as the IELTS Test Centre Administrator, the Manager oversees all aspects of IELTS operations, including test administration, examiner coordination, compliance monitoring, quality assurance, reporting, security, and audit requirements.
The Manager is also responsible for developing and expanding partnerships with external organizations, identifying new revenue-generating opportunities, leading a high-performing team, managing budgets, driving operational improvements, and supporting the College's strategic priorities related to enrolment, student success, innovation, and lifelong learning.
Responsibilities
- Provide strategic leadership for the Assessment Centres, PASS Advising, and IELTS Centre operations across all campuses and learning sites.
- Lead the planning, implementation, delivery,
and continuous improvement of assessment and testing services that support student success and institutional priorities.
- Serve as the IELTS Test Centre Administrator and ensure compliance with all IELTS policies, quality standards, security protocols, and audit requirements.
- Develop, implement, and evaluate policies, procedures, and operational practices that ensure high quality and consistent service delivery.
- Oversee admission testing, placement testing, external testing services, and academic advising activities.
- Manage departmental budgets, financial planning, forecasting, and revenue generation strategies.
- Identify, develop, and expand partnerships with external organizations, credentialing bodies, educational institutions, industry partners, and testing vendors.
- Negotiate and manage contracts and service agreements with testing organizations and external vendors.
- Analyze data and performance metrics to identify trends, improve services, and support evidence-informed decision-making.
- Lead the implementation of new technologies, digital solutions, and operational enhancements that improve efficiency and the overall testing experience.
- Recruit, hire, train, supervise, coach, and evaluate full-time and part-time staff in accordance with College policies and collective agreements.
- Work collaboratively with academic Faculties, the Admissions Office, Student Services, and other internal departments to coordinate assessment and advising services, support enrolment and retention initiatives, enhance the learner experience, and ensure alignment with institutional priorities.
- Participate in College committees, working groups, and skilled associations to support institutional initiatives and maintain awareness of emerging trends and best practices in assessment and testing.
Qualifications/Experience
- A Master's degree in Education, TESL, Linguistics, Applied Linguistics, English, or a related discipline. An equivalent combination of education and experience may be considered.
- An internationally recognized TESL certificate or diploma, such as CELTA, DELTA, TESL Ontario, TESL Canada, TESOL, or Trinity College London.
- A minimum of five (5) years of progressive leadership experience in an academic, assessment, advising, or testing environment.
Experience coordinating or managing a College or University Test Centre is strongly preferred
- Experience leading and managing staff, including recruitment, training, performance management, coaching, and employee development.
- Experience managing assessment centres, testing centres, student services, or related academic operations within a college, university, or comparable environment.
- Experience developing, implementing, and evaluating student support services, assessment services, or testing operations.
- Demonstrated experience in budget development, financial management, and revenue generation.
- Experience developing and managing partnerships with external organizations and community stakeholders.
- Strong knowledge of assessment principles, testing protocols, quality assurance practices, and secure testing environments.
- Experience working within a unionized environment is considered an asset.
- Demonstrated ability to analyze data and use evidence to support operational planning and continuous improvement.
- Excellent communication, relationship-building, negotiation, conflict resolution, and leadership skills.
- Proficiency with student information systems, learning management systems, testing platforms, scheduling systems, databases, Microsoft Office applications, and other technology platforms used to support student services and testing operations.
