Lead Transformative Municipal Finance Policy Work in Ontario

Are you an experienced people leader with a strong background in finance, public policy, or municipal affairs? Do you thrive in complex environments where you can shape policy, influence major financial decisions, and lead high-performing teams?

The Municipal Finance Policy Branch is seeking a strategic and collaborative leader to join our management team:

- Manager, Tax and Revenue – permanent position

This role offers a unique opportunity to lead high-profile, precedent-setting work that directly impacts municipalities and communities across Ontario. About the Branch The Municipal Finance Policy Branch develops and administers the legislative, regulatory and policy framework for finances for Ontario's municipalities. Our work includes municipal revenue tools, municipal borrowing and investment, budgeting, financial reporting, funding programs, infrastructure financing, pension governance of the Ontario Municipal Employees Retirement System (OMERS) and emerging policy initiatives.

Our teams work collaboratively across government, municipalities, regulatory bodies, and sector partners to deliver innovative solutions and informed policy advice.

What you bring to the team

Leadership

- People Leadership : experience leading, coaching, and developing high-performing teams to achieve results, foster engagement, and build organizational capacity.

Strategic and Policy Acumen

- Government and Public Policy Knowledge : Understand government decision-making processes, including legislative and regulatory development, and Cabinet and Treasury Board approval frameworks.
- Strategic Thinking : Ability to assess complex issues, identify risks and opportunities, and provide strategic, evidence-based advice and solutions.

Technical Knowledge

- Municipal Revenue and Policy Expertise : Experience with municipal taxation, revenue policy, funding programs, legislative or regulatory development, and government decision-making processes.
- Financial Analysis and Decision Support : Experience using financial information, and data-driven analysis to inform decisions and support accountability.
- Stakeholder and Policy Leadership : Experience leading complex policy initiatives and building consensus among public sector partners.

Communication, Relationship Management and Political Acuity

- Relationship Building : Experience building productive relationships and working collaboratively with diverse stakeholders to achieve shared outcomes.
- Communication and Influence : Solid communication, negotiation, influencing, and political acuity skills.
