The MMIS Policy Project Coordinator serves as the Service Agreement and Screening Document (SASD) Support Team lead subject matter expert within the Aging and Disability Services Administration (ADSA) / Disability Services Division (DSD). As the subject matter expert, this position will serve to develop, coordinate and provide leadwork over complex changes within the Medicaid Management Information System (MMIS), EDMS and BlueZone systems supporting federal and state statute requirements for administering programs and grants for people with disabilities and aging needs. Programs include but are not limited to the Home and Community-Based Services (HCBS) Waiver Programs, Brain Injury (BI), Community Alternative Care (CAC), Community Access for Disability Inclusion (CADI), Developmental Disabilities (DD), Elderly Waiver (EW), Alternative Care (AC), Essential Community Supports (ECS), Minnesota’s Money Follows the Person Demonstration commonly known as Moving Home Minnesota (MHM), State Plan Home Care services, Personal Care Assistance (PCA) services and Community First Services and Supports (CFSS).
- The incumbent is a subject matter expert (SME) on how the functionality of the MMIS intersects with other systems and subsystems across the various health care & grant programs.
- The incumbent provides enhanced technical research and testing related to the MMIS functionality to direct federal, and state legislative policy changes in coordination with our MNIT partners.
- The incumbent provides leadwork, project management, and subject matter expertise, to multiple levels of management in several administrations within DHS, MNIT and external partners to develop delivery systems ensuring compliance across multiple program areas.
- This work includes, in large part, legislative analysis, technical assistance with complex issues and dissemination of policy information,
systems support and problem resolution related to the MMIS and associated systems and subsystems used by multiple administrations within DHS, MNIT, lead agencies, tribal partners and Managed Care Organizations (MCOs) involved in providing health care services to aging Minnesotans and people with disabilities participating in the various health care, waiver and grant programs.
Minimum Qualifications 3 years skilled experience with MMIS and Minnesota Health Care Programs (MHCP). Experience must include the following:
- 3+ years experience entering screening documents and service agreements into the Medicaid Management Information System (MMIS) along with a working knowledge of how the various MMIS subsystems support policy for Minnesota Health Care Programs and programs administered by ADSA.
- Broad knowledge and understanding of the MMIS and its subsystems including claims, recipient, provider, prior authorizations, managed care.
- Ability to analyze information and make critical decisions that align with the DHS focus on ensuring program integrity.
- Experience with Minnesota’s Long-Term Services and Supports (LTSS) programs and service delivery models for older adults and people with disabilities
Preferred Qualifications
- Communicate clearly in writing and orally; to present complex information to others in a comprehensive and concise style; and to translate and summarize technical and system and policy information for non-technical customers without overwhelming the customer
- Proficiency in strategic planning, time management, adaptability, and navigating competing priorities under tight deadlines
- Strategic communication skills to influence decision-makers, navigate legislative processes, and represent agency priorities across diverse audiences
- Skills to effectively present technical concepts to adults having different technical skill levels
- Manage a variety of work methods and workflows in the various initiatives and projects
- Variety of experiences working effectively with others from different backgrounds and cultures
