Focus Systems is seeking an experienced Privacy Consultant (1913) to support privacy and access delivery for the Health Research Data Platform - Saskatchewan (HRDP-SK).

Location: Remote within Canada ; the resource must be located in and permitted to work in Canada

Contract: Upon agreement execution through March 31, 2028

Work Arrangement: Remote-capable, with onsite or hybrid work as required

Level of Effort: Approximately 20 hours per week on average; actual hours may vary

Required Availability: 8:00 a.m. to 5:00 p.m . CST, Monday to Friday

Travel: Occasional travel to Saskatchewan may be required at the selected consultant's cost

Role Overview

Reporting to the Chief Privacy Officer and the Director of HRDP-SK at the University of Saskatchewan, the Privacy Consultant will manage privacy and access deliverables associated with secondary data access and help eHealth Saskatchewan serve HRDP-SK as the Information Service Management Provider.

The successful candidate will build strong working relationships with researchers, health service providers, post-secondary organizations, Saskatchewan Centre for Patient-Oriented Research partners, and other provincial stakeholders while supporting practical, compliant data access and privacy operations.

Key Responsibilities

- Review Data Access Requests in accordance with HRDP-SK work standards and expected timelines




- Complete the HRDP-SK Privacy Impact Assessment and implementation plan, including goals, milestones, and timelines
- Develop privacy and access policies and procedures with HRDP-SK, eHealth Saskatchewan, and the Policy & Procedure Committee
- Refine and manage the HRDP-SK privacy program, including curriculum and training, privacy breach guidelines, OCAP policies and procedures, privacy statements, policies, and FAQs
- Develop new content, schedules, and amendments that advance HRDP-SK and align with the Health Data Platform
- Coordinate new and amended content with HRDP-SK staff and Master Health Data Sharing Agreement policy, procedure, and governance committees
- Support projects aligned with the Master Health Data Sharing Agreement
- Promote collaborative, enterprise approaches to data and privacy practices involving public health, Indigenous identifiers, and anonymization
- Participate in relevant policy, privacy, governance, data quality, and standardization committees
- Provide regular status updates to HRDP-SK, Saskatchewan Centre for Patient-Oriented Research, eHealth Saskatchewan leadership, and partners
- Complete other privacy and access duties based on HRDP-SK priorities

Mandatory Qualifications

- Bachelor's degree in a related field such as health information, social science, or public administration
- Minimum five years of proven experience working as a Privacy Consultant,



providing privacy guidance and advice and developing PIAs, privacy policies, and data-sharing agreements in complex, multi-partner environments
- Must be willing to work full-time on-site or hybrid remote work as required from anywhere in Canada but work with eHealth business hours from 8 AM to 5 PM CST, Monday to Friday.
- Must be able to travel within Saskatchewan as required to support site visits across multiple locations.

Required Skills & Experience

- Expert knowledge of Saskatchewan privacy legislation, particularly HIPA, and of secondary data access under HIPA
- Expert knowledge of OCAP principles and the UN Declaration on the Rights of Indigenous Peoples
- Expert knowledge of fair information practices, privacy standards, best practices, and current privacy trends and challenges, including artificial intelligence
- Expert knowledge of the Saskatchewan healthcare workplace and the roles of its partners
- Extensive experience conducting PIAs and identifying, developing, and monitoring privacy risk mitigation plans
- Extensive experience advising on privacy and access issues and interpreting and applying legislation, including HIPA and FOIP
- Extensive experience developing and implementing privacy programs, privacy and access policies, and data-sharing agreements
- Strong stakeholder relationship, facilitation, policy-writing, communication, and status-reporting skills
- Experience supporting healthcare projects
- Completion of TCPS: CORE-2022 (Course on Research Ethics)
