Project Description
We are looking for an experienced Capital IT Project Manager to lead a GNWT capital IT initiative from initiation through closeout. The role requires strong project leadership, governance, scheduling, budget management, risk and issue control, vendor coordination, stakeholder engagement, implementation support, and transition planning.
The ideal candidate should have significant experience managing complex, large-budget IT projects, preferably in the public sector or government environment, with strong knowledge of enterprise systems, capital-funded projects, and formal project management practices. Proponents will be evaluated primarily on their qualifications and delivery approach, with cost also considered under GNWT procurement requirements.
Establish a modern Justice service to the citizens of the Northwest Territories by enabling enhanced access to Court services. This project will replace the current case management system with a modern platform enabling process automation and streamlining. Online access to court information including the functionality to file, process and approve court documents through an e-platform will be commissioned in this project.
Mandatory Skills
- Must have valid PMP certification in good standing
- 5 years experience coordinating complex projects with large data migrations as a Project Manager
- 2 years working with the Canadian Government
- 3 years experience working with a large stakeholder group with a variety of backgrounds
Desirable Skills
- 2 years Court System and or legal experience would be an asset.
- Previous experience implementing/managing client facing online applications
- Strong online document management
- Experience with implementing Case Management systems
Responsibilities could include but are not limited to:
- Manage the project during the development, implementation and operations start-up by ensuring that resources are made available and that the project is developed and is fully operational within previously agreed time, cost and performance parameters
- Formulate statements of problems; establish procedures for the development and implementation of significant, recent or modified project elements to solve these problems, and obtain approval thereof.
- Define and document the objectives for the project; determine budgetary requirements, the composition, roles and responsibilities and terms of reference for the project team.
- Report progress of the project on an ongoing basis and at scheduled points in the life cycle
- Meet stakeholders and other project managers and state problems in a form capable of being solved.
- Prepare plans, charts, tables and diagrams to assist in analyzing or displaying problems; work with a variety of project management tools. Ensure all deliverables and milestones are completed as planned.
- Manage project change requests
- Develop and support project schedules
- Develop and maintain work breakdown structures.
- Product appropriate reports and identify scheduling and/or dependency issues.
- Conduct and provide critical path analysis.
- Assist in schedule Co-Ordination efforts with internal external project stakeholders
- Project sign-off.
