Project Manager of Development
NSB Omega is searching for a Project Engineer for our MAJOR
Assignment Description
The Project Manager, Development is responsible for leading brownfield capital projects from concept development through completion, with a typical project value of up to $20 million. The role provides overall project leadership during early-stage development, front-end engineering and design (FEED), execution planning, and delivery, ensuring projects are safely developed, economically justified, and successfully executed in alignment with business objectives.
The Project Manager establishes and communicates transparent project objectives, coordinates multidisciplinary teams, manages engineering and contractor resources, and provides governance throughout the project lifecycle. This position serves as the primary point of accountability for scope, schedule, cost, risk, quality, and stakeholder alignment.
Key Responsibilities
Project Development & Leadership
- Lead brownfield capital projects from concept identification through commissioning and project closeout.
- Establish clear project objectives, success criteria, and execution strategies aligned with business and operational requirements.
- Develop project charters, business cases, execution plans, and stage-gate deliverables.
- Provide leadership and direction to cross-functional project teams, ensuring alignment on project priorities and deliverables.
- Ensure projects are developed and executed in accordance with corporate standards, regulatory requirements, and industry best practices.
Front-End Engineering & Design (FEED)
- Lead and manage front-end engineering and design activities, ensuring robust technical development and project definition.
- Coordinate engineering disciplines to develop scopes of work, technical specifications, process designs, and cost estimates.
- Drive value engineering, constructability reviews, risk assessments, and optimization studies.
- Ensure engineering deliverables support accurate project estimates, schedules, and execution planning.
- Facilitate design reviews and stakeholder approvals throughout project development.
Contractor & Engineering Management
- Manage engineering consultants, contractors, and external service providers through project development and FEED stages.
- Develop contractor engagement strategies and oversee procurement support activities.
- Evaluate contractor performance and ensure deliverables meet project requirements.
- Foster collaborative relationships with engineering partners, operations, maintenance, and construction teams.
- Coordinate bid packages, contractor selection processes, and contract administration activities.
Brownfield Capital Project Execution
- Develop and maintain integrated project schedules and cost forecasts.
- Identify and manage project risks, opportunities, and mitigation strategies.
- Oversee scope management and change control processes.
- Ensure effective coordination with operating facilities to minimize operational impacts and maintain production continuity.
- Monitor project performance and implement corrective actions where required.
Stakeholder Communication & Governance
- Communicate project objectives, status, risks, and key decisions to stakeholders and senior leadership.
- Lead project reviews, steering committee meetings, and stage-gate presentations.
- Build alignment among operations, maintenance, engineering, procurement, regulatory, and business stakeholders.
- Prepare and present project recommendations, business cases, and approval documentation.
Safety, Quality & Compliance
- Champion a solid safety culture throughout project development and execution.
- Ensure compliance with applicable regulations, codes, standards, and corporate requirements.
- Incorporate process safety, operational integrity, environmental, and quality considerations into project planning and execution.
- Support hazard identification studies, risk assessments, and management of change processes.
Qualifications
Education
- Bachelor's degree in Chemical Engineering or Mechanical Engineering required.
- Advanced project management or business qualifications are considered an asset.
Professional Designation
- Professional Engineer (P.Eng.) designation required.
Experience
- Minimum 10+ years of experience managing industrial capital projects.
- Demonstrated experience leading brownfield projects through development, FEED, detailed design, execution, and commissioning.
- Experience managing capital projects valued up to $20 million.
- Strong background in industrial facilities, chemical processing, manufacturing, energy, or related sectors.
- Proven experience managing engineering consultants, contractors, and multidisciplinary project teams.
- Experience with stage-gate project development methodologies and capital project governance.
Knowledge & Skills
- Strong understanding of brownfield project execution challenges and operational integration.
- Expertise in project scope development, cost estimating, scheduling, risk management, and change management.
- Excellent communication, leadership, and stakeholder management skills.
- Strong commercial and contract management capabilities.
- Working knowledge of process safety management, regulatory compliance, and engineering standards.
- Proficiency with project management and scheduling tools.
