Position Title: RQ00780 - Senior DevOps / Cloud Engineer
Location: Toronto, ON (Hybrid)
Mode: Contract

Position Overview
Successful candidate will be responsible for maintaining reliable, secure, scalable, and repeatable build, deployment, infrastructure, runtime, and operational capabilities across AWS environments.
The role requires strong hands-on experience with GitHub Actions, AWS CloudFormation, AWS CDK, Python, JavaScript, Amazon EC2, Amazon ECS, Linux, Mirth Connect, PostgreSQL, OpenSearch, AWS messaging services, IAM, OAuth2/OIDC, SMART on FHIR, and production operations.
Key Responsibilities
CI/CD & Infrastructure as Code
- Design, maintain, enhance, and troubleshoot GitHub Actions CI/CD pipelines used to build, test, package, deploy, and promote application and infrastructure components.
- Develop and maintain reusable workflow automation and environment-promotion processes.
- Create, update, review, and troubleshoot AWS infrastructure using AWS CloudFormation and AWS CDK.
- Develop and maintain AWS CDK solutions using Python and JavaScript.
- Support automated deployment and release-management processes across development, testing, staging, and production environments.
AWS Cloud Platform & Infrastructure
- Deploy, configure, maintain, monitor, and troubleshoot applications running on Amazon EC2 and Amazon ECS.
- Support Linux-based and containerized application workloads.
- Manage environment configurations, runtime dependencies, deployment parameters, and infrastructure components.
- Troubleshoot application and infrastructure issues involving Tomcat, Java, Spring Boot, Node.js, Linux, and container runtimes.
- Build, maintain, patch, test, and promote standardized Linux machine images using AWS EC2 Image Builder.
- Maintain secure and repeatable cloud environments across multiple deployment stages.
Database & Search Operations
- Support PostgreSQL or comparable enterprise database platforms, including:
- Connectivity
- Access management
- Configuration
- Backup and recovery
- Performance monitoring
- Capacity management
- Operational troubleshooting
- Administer and troubleshoot Amazon OpenSearch Service clusters.
- Monitor cluster health, nodes, indexes, mappings, capacity, storage, access controls, query performance, scaling, upgrades, and operational issues.
AWS Messaging, Storage & Monitoring
- Configure, maintain, monitor, and troubleshoot:
- Amazon SQS
- Amazon Data Firehose
- Amazon S3
- Amazon CloudWatch
- AWS IAM
- AWS Secrets Manager
- Implement monitoring, logging, alerting, dashboards, and operational diagnostics.
- Maintain application secrets, certificates, IAM permissions, and setting-specific configuration.
Identity, Access & Healthcare Authentication
- Maintain enterprise identity and access management using NetIQ or comparable IAM platforms.
- Configure and support SMART on FHIR and OAuth2/OIDC integrations.
- Manage:
- OAuth2/OIDC clients
- Redirect URIs
- Scopes
- Authorization endpoints
- Token endpoints
- Roles and permissions
- Service identities
- Secrets
- Application access
- Troubleshoot authentication and authorization issues across environments.
Production Support & Operations
- Provide production deployment and operational support for enterprise applications and integration platforms.
- Perform incident troubleshooting, root-cause analysis, and issue resolution.
- Support patching, capacity management, backup/recovery, change management, and operational readiness.
- Monitor application and infrastructure health and proactively identify reliability issues.
- Support release planning, production deployments, and continuous improvement of platform reliability.
- Develop and maintain operational runbooks, deployment procedures, recovery procedures, and technical documentation.
Collaboration & Knowledge Transfer
- Work collaboratively with application, infrastructure, security, integration, architecture, and business teams.
- Provide technical guidance and troubleshooting support to project stakeholders.
- Prepare and maintain infrastructure, deployment, environment, and operational documentation.
- Conduct knowledge-transfer sessions, technical walkthroughs, and demonstrations before completion of the engagement.
- Ensure key deliverables, milestones, documentation, and operational knowledge are transferred to the Agency team.
Required Qualifications & Technical Skills The successful candidate must demonstrate solid hands-on experience with:
DevOps & CI/CD
- Senior-level DevOps, Cloud Platform Engineering, or Site Reliability Engineering experience.
- Git and GitHub.
- GitHub Actions.
- CI/CD pipeline design and troubleshooting.
- Reusable workflow automation.
- Release automation and environment promotion.
Infrastructure as Code
- AWS CloudFormation.
- AWS CDK.
- CDK development using Python and JavaScript.
