Project Description
The Community Services I⁢ cluster (CSC) of the Ontario Public Service serves the Colleges and Universities (MCU), Education (EDU), Municipal Affairs and Housing (MMAH), and Tourism, Culture and Sport (MTCS) Ministries. The Data Product Services (DPS) within CSC provides data collection and analytic service to all four client ministries. DPS supports the ministries by providing information management tools that help enable public policy decision making, business and strategic planning, and program support and improvement.
The Data Engineering Unit of DPS works on many different initiatives in the Data analytics, Data Warehouse and Business Intelligence area. These tools collect data and transform it into meaningful information, enabling evidence-based strategic, tactical, and operational insights and decision-making. Client Ministries have access to historical, current and predictive views of business operations, increasing the analysis capacity of decision makers.
Enrolment Information Solutions Support team works Data Collection, Data Warehouse area, such as Ontario School Information System (OnSIS), Ontario Education Number (OEN) and Ontario Education Data Warehouse (OEDW). The Ontario School Information System (OnSIS) is a web-enabled system for collecting various student and educator information from schools and school boards. The data collected will be used for financial and statistical analysis as well as policy development and business planning to enhance evidence-informed decision-making at the Ministry, school board and school levels. The Ontario Education Data Warehouse (OEDW) is a data warehouse system to integrate data from various education data sources, such as OnSIS, EQAO, OUAC/OCAS and etc. to facilitate business reporting and data sharing across Ministry of Education while actively supporting government open data initiative.
Child Care and Early Years OEN Extension project is to implement an extension of the OEN to the child care sector by leveraging:
- ServiceOntario's 5 in 1 newborn bundle as the primary delivery pathway - as an API interface system-to-system between Service Ontario Vital Events solution and OEN
- In person services and contact centre services as secondary pathways - ServiceOntario's clerks will directly login into existing OEN web solution to create the OEN numbers as applicable.
An Application Architect - Senior position is required to gather and translate business or dependent systems needs into product requirements and coherent user stories.
The candidate will work under the direction of the Project Manager and the Senior Manager and is required to work with various project teams to delivery the solutions following all applicable GO-ITS standards and industry best practices while adhering to the existing technological solution frameworks. The successful candidate will work with various technology teams to translate business needs and implement. At this time, staff resources with appropriate skills and experience are not available to perform this task due to other operational activities and priorities.
Responsibilities
- Provides a comprehensive range of I⁢ business analysis services for clients with diverse business and technological needs.
- Interacts with the business stakeholders and subject matter experts in order to understand their requirements through gathering, documenting, and analyzing business needs and requirements.
- Prepares and advises on business analysis policies, processes, best practices and standards to promote a comprehensive and consistent business analysis practice within the organization.
General Skills
- Leads and conducts business analysis in order to assess client's business problems/opportunities and documents the business requirements in such a way that I⁢ solutions can be determined.
- Applies re-engineering concepts to promote business improvements through alternative and cost effective service delivery approaches.
- Leads and conducts business analysis at varying levels of detail appropriate to the project and phases of project, aligning with OPS Unified Project Management Methodology, Enterprise Architecture and Gating Process, and OPS Standard Systems Development Methodologies.
- Develops strategies, prepares business cases and cost-benefit analysis, and conducts feasibility studies for business I⁢ initiatives.
- Develops sound processes for requirements gathering including but not limited to JAD sessions, interviews, mockups, etc.
- Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects.
- Monitors progress, resolves problems and reports regularly to I⁢ management and stakeholders.
- Develops performance measures and traceability matrices for business analysis evaluation and conducts follow-up.
- Experience developing strategies, preparing business cases and cost-benefit analysis.
- Experience conducting requirements gathering, developing documentation, including presentations and briefing notes and conducting stakeholder engagement.
- Experience in the use of Computer Aided Software Engineering (CASE) tools to document conceptual requirements and scope.
- Awareness of emerging I⁢ trends and technologies.
- Excellent analytical, problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills.
- A team player with a track record for meeting deadlines.
Desirable Skills
- Experience in the use of information retrieval packages.

- Analytical and problem-solving skills to assess clients' business priorities and needs; to evaluate business and technical design alternatives
- Experience with user testing; working with UI/UX designer and business analyst to plan user testing sessions including screening and recruiting, facilitate user testing sessions, document and present research findings
