Venor is proud to partner with the Housing Trust of Nova Scotia (HTNS) in their search for a Construction Manager to join their team in Halifax. The Housing Trust of Nova Scotia is a mission-driven organization focused on increasing access to affordable workforce housing across the province. Through acquisitions, renovations, energy retrofits, and new development, HTNS is building a growing portfolio of quality and sustainable housing.
The Construction Manager will lead construction and capital projects across HTNS’s growing portfolio, from pre-construction through close-out. Combining hands-on project delivery with team leadership, this role will manage budgets, schedules, consultants, contractors, and trades while helping strengthen the processes and standards that support HTNS’s continued growth. The portfolio includes full-building envelope retrofits, renovations, and multi-residential construction, with future opportunities spanning modular and new development.
What You’ll Be Doing
- Lead construction and capital projects from pre-construction through completion, ensuring work is delivered safely, on time, within budget, and to quality standards.
- Manage project budgets, schedules, forecasts, scopes, and portfolio of CapEx priorities.
- Lead pre-construction activities, including design coordination, budgeting, procurement, tendering, RFPs, and constructability reviews.
- Coordinate architects, engineers, consultants, contractors, trades, and internal stakeholders throughout project delivery.
- Lead and coach members of the construction team, helping establish consistent processes, standards, and accountability.
- Maintain an active site presence, leading meetings, monitoring progress and quality, and driving timely resolution of issues.
- Manage RFIs, submittals, change orders, contracts, project documentation, and Procore workflows.
- Review project pricing and change orders, applying sound commercial judgment and fundamental estimating knowledge.
- Proactively identify and mitigate project risks while balancing cost, schedule, quality, and stakeholder priorities.
- Support building envelope retrofits, renovations, energy-efficiency projects, and multi-residential construction.
- Ensure compliance with building codes, Occupational Health and Safety requirements, permitting, and applicable standards.
- Manage project close-out, including warranties, manuals, certifications, inspections, and drawings.
- Support property acquisitions and longer-term capital planning through building assessments and construction-related due diligence.
- Provide clear project reporting and recommendations to leadership, Board, and other stakeholders.
- Identify opportunities to improve project delivery, cost controls, and construction processes as HTNS continues to grow.

You’re comfortable moving between the office and job site, managing multiple projects and stakeholders, and making confident decisions when priorities shift or challenges arise.

You know how to bring the right people together, ask the right questions, and keep projects moving while maintaining a strong focus on budget, schedule, quality, and relationships. Just as importantly, you’re a strong team player and leader. You enjoy sharing your experience, supporting others, and building productive relationships with consultants, contractors, trades, and internal teams.
Qualifications and experience include:
- 5+ years of progressive construction project management experience, ideally with a general contractor, developer, owner, or within a multi-residential environment.
- Experience delivering renovation, retrofit, building envelopes, multi-residential, or other complex construction projects with robust experience managing budgets, schedules, consultants, contractors, trades, and multiple project priorities.
- Experience throughout the project lifecycle, including pre-construction, procurement, tendering, RFPs, scope development, construction, and closeout.
- Strong knowledge of construction methods, building systems, codes, contracts, and quality standards, and strong financial acumen and experience managing project and capital budgets.
- Ability to review scopes, pricing, change orders, and project costs; estimating experience is considered an asset.
- Experience with Procore or other construction management software.
- Strong communication, negotiation, decision-making, and stakeholder management skills with the ability to lead, coach and mentor project team members.
- Post-secondary education in construction management, engineering, architecture, or a related field, or an equivalent combination of education and industry experience.
- PMP, CAPM, or another relevant designation are considered an asset.
- Valid driver’s license and ability to travel to project sites as required.
