Cost Estimation Consultant – Wastewater Treatment Expansion Program

Company: Exovue | Location: Vancouver, BC | Work Arrangement: Hybrid (4 days on-site, 1 day remote)

About the Role

Exovue is seeking an experienced Cost Estimation Consultant to support a major $1B+ capital infrastructure program for a wastewater treatment expansion. This is a high-impact role responsible for providing cost estimating expertise across a large, multi-stakeholder capital program, working directly with Project Managers, Engineers, Scientists, contractors, and consultants.

The successful candidate will review and validate contractor cost submissions, support change order and claims evaluations, and provide independent cost assurance, benchmarking, and forecasting support to inform project budgeting and commercial decision-making throughout the program lifecycle.

Key ResponsibilitiesCost Estimating & Estimate Assurance

- Provide cost estimating services and subject matter expertise across the program, from conceptual through detailed design and construction phases.
- Review and validate contractor estimates, quotations, and pricing submissions for completeness, accuracy, and reasonableness.
- Perform estimate assurance reviews and peer reviews to confirm estimates are complete, well-structured, and aligned with the client's cost estimating standards.
- Benchmark estimates and unit rates against comparable projects, industry data, and historical program costs.
- Develop and maintain basis-of-estimate documentation, assumptions registers, and estimate classification records (e.g., AACE Class 1–5).

Change Order & Claims Evaluation

- Evaluate contractor change order requests, pricing proposals,



and claims for cost reasonableness and contractual compliance.
- Conduct cost impact assessments for scope changes, design revisions, and construction issues, quantifying schedule and cost implications.
- Support negotiations with contractors and consultants by providing independent cost analysis and recommendations.
- Assist in the resolution of cost-related disputes and claims, including preparation of supporting cost documentation.

Risk, Forecasting & Reconciliation

- Support risk-related cost assessments and contribute cost inputs to schedule and cost risk analyses.
- Provide forecasting support, including cost-to-complete and estimate-at-completion analysis.
- Perform cost reconciliations between budgets, estimates, commitments, and actuals to identify and explain variances.
- Monitor cost trends and escalation factors, flagging emerging risks to project leadership.

Budgeting, Reporting & Stakeholder Management

- Support project budgeting and commercial decision-making with well-documented, defensible cost estimates.
- Prepare executive-level cost reports, dashboards, and estimate summaries for senior leadership and program stakeholders.
- Collaborate across engineering, procurement, construction, and project controls teams to ensure estimates reflect current scope and execution strategy.
- Act as a cost estimating advisor to project leadership, contractors, and consultants,



providing guidance on estimating standards and best practices.

Qualifications & Experience• Bachelor's degree in Engineering, Construction Management, Quantity Surveying, or a related discipline.

- 10+ years of cost estimating experience on major infrastructure projects, including experience in a senior or lead estimating capacity.
- Strong knowledge of cost estimating methodologies, estimate classification systems (e.g., AACE), and cost breakdown structures (CBS).
- Experience reviewing and validating contractor estimates, quotations, and pricing submissions on major capital projects.
- Demonstrated experience with change order and claims evaluation, cost impact assessments, and cost reconciliations.
- Experience delivering major capital projects exceeding $200M in construction value.
- Experience in water, wastewater, or other public infrastructure programs is preferred.
- Proficiency with estimating and cost management tools (e.g., Primavera, Acumen Fuse, or equivalent) is an asset.
- P.Eng. designation is an asset.
- CCP, CEP (AACE), or PQS certification is an asset.
- Experience with cost risk analysis and forensic cost/claims analysis.
