Director of Operations
Job Summary:
Reporting to the Chief Administrative Officer, the Director of Operations is responsible for the effective management of the Operations Division which includes the Public Works & Recreation, Utilities and Capital Projects Departments.
Supported by three (3) direct reports and eight (8) indirect reports, you will provide strong leadership through effective planning and utilization of resources to oversee a broad range of services and capital projects in support of the Municipality's strategic and operational objectives.
Key Responsibilities:
- Participate in the overall policy planning, administration and management of the Operations Division
- Responsible for the traditional management responsibilities of hiring, motivating, coaching, assessing employee performance, exercising disciplinary action and dealing with grievances
- Planning, oversight, and coordination of the operation and maintenance of Municipal infrastructure and facilities
- Required to provide technical input to develop policy and strategic plans, perform issues resolutions and attend council meetings
- Facilitating the coordination of resources to ensure services are delivered in a safe, responsible, and economical manner
- Prepares complex and technical reports for Council that are easy to read and understand
- Collaborate with a variety of stakeholders, including Council, Ministries, Crown Corporations and other agencies and community partners in delivery of the Municipality’s construction and maintenance of infrastructure
- Responsible for direction and control related to the preparation of the annual capital, operating and staffing budgets for the Division; takes timely action to address budget, cost control and service performance issues
- Supports the development of the Municipality’s Asset Management Plan
What We are Looking For:
You are a highly motivated,
operationally minded local government leader. The successful candidate will possess a collaborative, goal-oriented leadership style, with a proven ability to build strong internal and external relationships using exceptional diplomacy and tact. This role requires political acumen, a deep understanding of local government structures, and the ability to evaluate the political and operational impacts of strategic decisions.
Comprehensive expertise in asset management, complex capital project execution, and the daily requirements of water and wastewater utility functions is essential.
Education, Knowledge and Experience:
- Professional engineering or applied science designation or a combination of training and relevant experience
- Minimum of five (5) years of progressively responsible municipal experience, including personnel management and high-level experience in managing the operations functions of a local government
- Knowledge of the Local Government Act, Community Charter, Water Sustainability Act, Drinking Water Protection Act, and other relevant legislation and regulations
- Experience in infrastructure systems including roads, sanitary, water, drainage and related equipment as they relate to municipal operations
- Ability to apply mathematical, engineering and analytical principles to complex engineering and technical problems
- Strong contract administration and project management skills
- Exceptional interpersonal, communication, presentation, facilitation, problem solving,
decision making, leadership, and general management skills
- The ability to effectively lead, coach and motivate staff in a team setting
- Ability to deal effectively with representatives of government, business and development, the general public, municipal staff, and Council members
- Proficiency with Microsoft Suite
- Valid Class 5 Driver’s License

What we offer:
Starting salary at $120,259 to $138,000. The Municipality offers a comprehensive benefits package that includes enrollment in the Municipal Pension Plan, health & wellness allowance, annual ski pass, extended health and dental advantages as well as vacation and sick leave benefits.
This position is eligible for a compressed work week schedule and options to work from home one to two days per week, in alignment with operational needs and SPMRM's employment policies.
