DIRECTOR, PROGRAM OPERATIONS

ABOUT MARR The Major Appliance Recycling Roundtable (MARR) is a not-for-profit stewardship agency responsible for implementing and operating British Columbia’s approved extended producer responsibility (EPR) plan for major household appliances.
MARR works on behalf of appliance producers with obligations under the BC Recycling Regulation. The program operates through a province-wide network of collectors, processors, contractors, service providers, local governments and other partners.
THE OPPORTUNITY
MARR is seeking a Director, Program Operations to lead the day-to-day execution of its EPR program and oversee the systems, contractors and service providers that support program delivery.
Reporting to the Executive Director, the Director will translate MARR’s EPR plan commitments into practical work plans, budgets, timelines, performance measures and operating requirements. The role provides oversight across program administration, financial management, communications, field auditing, data, service-provider performance and regulatory reporting.
This is a senior, hands-on role in a small organization. The successful candidate will be comfortable working across operational delivery, budgeting, contractor management, stakeholder relationships and Board reporting. They will bring structure to complex work, communicate clearly and follow issues through to resolution.
The position is based in the Lower Mainland and may be performed from an appropriate home office. Periodic travel throughout British Columbia is required.
KEY RESPONSIBILITIES
Program delivery and regulatory oversight
- Lead the day-to-day implementation of MARR’s approved EPR plan.
- Translate regulatory commitments and organizational priorities into annual work plans, budgets, timelines and clear accountabilities.
- Monitor program performance, service levels, deliverables and emerging operational risks.
- Maintain practical systems for tracking progress, decisions, outstanding issues and corrective actions.
- Coordinate operational content for regulatory reports, annual reports, plan reviews and other ministry requirements.
- Ensure program records and supporting documentation are complete, current and suitable for management review and third-party assurance.
- Assess proposed program changes and explain their operational, financial and stakeholder implications.
Financial management
- Lead preparation of MARR’s annual operating budget with the Executive Director and external financial service providers.
- Monitor revenue, expenditures, contractual commitments and budget variances; prepare forecasts and scenario analyses.
- Review monthly and quarterly financial information and identify emerging pressures.
- Coordinate with external accountants and auditors, support the annual financial statement audit and follow up on recommendations.
- Maintain appropriate financial controls, approval processes and documentation.
Contractor and service-provider management
- Oversee MARR’s administrative, communications and field-audit contractors.
- Establish clear expectations, annual priorities, work plans, budgets,
service levels and performance measures.
- Review deliverables, invoices, reports, campaigns, audit findings and recommendations.
- Identify service gaps or performance concerns and ensure corrective actions are completed.
- Support procurement, contract negotiations, renewals, amendments and performance reviews.
- Oversee relationships with collectors, processors, transport providers and other program service providers.
- Monitor collection coverage, service levels, material flows and compliance to identify gaps and emerging risks.
Performance and reporting
- Develop and maintain operational and financial dashboards and key performance indicators.
- Analyze program results, costs and trends and communicate their implications clearly.
- Prepare concise, decision-ready materials for the Executive Director, Board and Board committees.
- Coordinate data collection and validation and support third-party assurance of reported program performance.
- Ensure management has clear visibility into program delivery, contractor performance, budget status and outstanding risks.
Stakeholder and organizational support
- Build effective relationships with producers, retailers, local governments, collectors, processors, industry associations, government representatives and other partners.
- Represent MARR at meetings, conferences, working groups and industry events.
- Communicate program requirements and organizational decisions clearly and respectfully.
- Support annual planning, risk management, strategic initiatives and Board reporting.
- Provide operational continuity during the Executive Director’s absence, within delegated authority.
- Manage consultants, contractors and future employees assigned to program delivery.
- Carry out other responsibilities consistent with the scope and seniority of the position.

QUALIFICATIONS
MARR will consider candidates from a range of professional backgrounds. Judgment, communication skills, financial literacy and the ability to manage external partners effectively are as important as direct sector experience.
The preferred candidate will have:
- Progressive experience in program operations, business operations, contract management, financial oversight, regulatory programs or a related area.
- Strong financial literacy, including experience with budgets, forecasts, financial statements and variance analysis.
- Experience managing contractors, consultants or external service providers.
- Experience preparing reports and recommendations for senior management, a board or committee.
- Demonstrated ability to manage multiple projects, contracts and priorities.
- Strong written and verbal communication skills.
- A university degree, skilled designation or an equivalent combination of education and relevant experience.
- A valid driver’s licence and the ability to travel within British Columbia.
- Experience in EPR, recycling, environmental stewardship, government relations or a not-for-profit organization is an asset, but is not required.
COMPENSATION AND BENEFITS The annual salary range is $125,000–$140,000, based on qualifications and experience.

WORKING ARRANGEMENTS
This is a full-time position based in the Lower Mainland. The successful candidate may work from an appropriate home office and must maintain suitable information security, privacy and workplace safety safeguards.
The position requires travel to meetings, collector and processor locations, service-provider sites and other locations throughout British Columbia.
